About The Position

The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Policy and Strategic Initiatives Manager in the Bureau of Community Awareness, Action, Response, and Engagement (BCAARE). The candidate will serve as a pivotal role for the department to engage and support community action during a time when all New Yorkers are struggling to recuperate, recover, and remain resilient in the ongoing health crises facing the city. BCAARE's approach is to learn from community members' experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into five main units. The Policy and Strategic Initiatives Manager supports a variety of planning activities including analyzing and commenting on proposed legislation and regulations on behalf of BCAARE in developing planning, policy recommendations, and managing ad hoc planning/policy/research projects. The Policy and Strategic Initiatives Manager will manage the Planning and Policy Analyst and Community Affairs Specialist, as well as Office of Strategy and Operations interns.

Requirements

  • A Master's degree in public health, Public Administration, Public Policy, Business Administration, or an equivalent graduate degree.
  • 2 years of experience in strategic planning, program planning or program coordination.

Responsibilities

  • Research best practices for and develop strategic methods to strengthen Bureau-wide initiatives and special projects, in line with the BCAARE 2028 Strategic Plan
  • Enhance partnerships with community organizations, advocacy groups, and interagency partners through the development of strategic recommendations to advance equitable behavioral health access and community mental wellness.
  • Lead collaboration for behavioral health systems planning across the Division by leading meetings, participating in workshops, and managing projects that include various levels of staff including senior leadership.
  • Lead and continuously refine BCAARE's strategic planning process, including finalizing the new strategic plan, and monitoring and reporting progress on BCAARE's 2028 Strategic Plan.
  • Provide direct supervision for the bureau's Planning and Policy Analyst and Community Affairs Specialist, including leadership and oversight for related tasks and assignments.
  • Oversee BCAARE's duties relative to the Division's annual and/or four-year Local Services Plan (LSP), including plan development, monitoring, and evaluation.
  • Oversee management of Community Services Board Subcommittees led by BCAARE, as appropriate, including facilitating engagements and evaluations, managing quarterly meetings, member appointments/re-appointments, and communications: and facilitating the process for filing vacancies (as needed) in coordination with Bureaus within the DMHY and the Mayor's Office of Appointments.
  • Facilitate cross-bureau, division, agency policy- related activities in collaboration with the Planning and Policy Analyst.
  • Manage research and analysis of local, state, and federal regulations, legislation, budgets, and policies, and development of policy recommendations, positions, and public comments on behalf of BCAARE by Policy and Planning Analyst .
  • Conduct research and create/policy briefs, memoranda, and reports for various audiences including the NYC Health Department leadership, City/Partners, service providers and community members at ED discretion and with AC approval.
  • Conduct tasks as assigned by ED and AC.
