About The Position

DPS Administration’s Office of Policy, Planning and Programs (OP3) in Raleigh, NC is currently accepting applications for a Policy and Planning Analyst (Program Analyst I). The Policy and Planning Analyst I (Program Analyst I) supports strategic planning throughout the NC Department of Public Safety (DPS), providing support on developing the DPS strategic plan, as well as leading Division-level or single topic strategic planning efforts. The position manages the review process for Division-level policies and may serve as the Division-level policy manager if/when requested. This position reports to and performs duties under the supervision of the OP3 Director. The Administration Division of NCDPS enhances public safety by supporting victims and promoting community well-being through collaboration, innovation, and fiscal integrity. The Director of the Office of Policy, Planning, and Programs (OP3) serves as the Chief Policy Advisor to the Secretary, directing policy analysis, planning, and development for DPS. The Office of Policy, Planning, and Programs (OP3) helps DPS meet its goals through detailed policy management, strategic planning, program management, and data analysis. It recommends new or revised policies, regulations, business processes, and strategies to enhance the Department’s effectiveness. OP3 supports the entire Department and its individual Divisions and Sections.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
  • Experience related to the area of assignment is defined as strategic planning and/or policy research, analysis or development.

Responsibilities

  • Assisting with policy development and review, researching and gathering data, developing strategic plans and providing analysis and evaluation on projects.
  • Consulting with both internal and external program stakeholders.
  • Performing public safety related policy analysis/evaluation and providing technical assistance.
  • Providing recommendations for agency and state policies, procedures, regulatory, and legislative proposals.
  • Establishing and maintaining contact with DPS leadership and other stakeholders to ensure an atmosphere of open communication and collaboration.
  • Using strong written and verbal skills to help DPS Divisions to develop new and review existing Division-level policies.
  • Researching and gathering data to support decision making by management.
  • Coordinating with Divisions in the development and implementation of strategic plans.
  • Supporting management by identifying alternatives and developing recommendations regarding Department and Division-level goals and policies.
  • Analyzing existing and proposed local, state, and federal legislation and regulations.
  • Overseeing special projects as assigned by the OP3 Director or other DPS leadership.
