About The Position

The Policy Analyst advance CFH’s legislative and budget priorities at the local, state, and federal level related to homelessness, housing, and healthcare and manages advocacy campaign planning and activities.

Requirements

  • Awareness of homelessness policy issues at the federal, state, and local levels with the ability to assess how those factors impact CFH’s strategic priorities.
  • Exceptional written and verbal communication skills, including the ability to distill complex information and reach different audiences through a variety of communication mediums.
  • Excellent verbal communication skills with knowledge of or demonstrated interest in public speaking and presenting.
  • Experience with qualitative and quantitative research methods, data analysis, and policy impact evaluations.
  • Knowledge and understanding of best practices in conducting policy research and developing policy and legislative recommendations.
  • Knowledge and understanding of how to incorporate data analysis and visualization into policy writing.
  • Familiarity with community engagement strategies and advocacy tools.
  • Excellent computer skills and knowledge of Microsoft Office (e.g. Word, Outlook, Excel, PowerPoint, SharePoint, etc.)
  • Ability to exercise considerable judgment and discretion in dealing with consumers and consumer board activities.
  • Ability to work with diverse populations, communities, and cultures;
  • Strong interpersonal skills, and experience building and maintaining positive working relationships.
  • Bachelor’s degree in Public Policy, Social Sciences, Public Health, Political Science, or a related field (Master’s preferred).
  • At least 3 years of experience in policy analysis, research, or advocacy, preferably in the areas of homelessness, healthcare and/or housing.
  • Strong understanding of New York City, New York State and Federal political processes, including legislative and budget.
  • Experience participating in coalitions and building strategic relationships with diverse groups and interests.

Nice To Haves

  • Minimum of one year of experience in advocacy or campaign work.
  • Beginner or intermediate experience designing qualitative or quantitative studies, such as surveys or experiments, including the collection, coding, and cleaning of intake data and interpreting results.
  • Ability to communicate in a language other than English.

Responsibilities

  • Assist in creating and managing CFH’s policy framework to help develop positions on new policies and legislation.
  • Conduct research on local, state, and national policies related to homelessness, housing, and healthcare to inform policy development.
  • Prepare reports, briefs, and presentations summarizing policy implications, trends, and recommended actions.
  • Develop analytic and public education materials on homelessness, healthcare policy and related concerns to use for education of policy makers, advocates and the general public.
  • Monitor and report on the progress of relevant legislative policy changes and their impact on the organization’s services.
  • Assist with qualitative and quantitative data collection.
  • Collaborate with nonprofit organizations, government agencies, advocacy groups, and other stakeholders to advance policies supporting health care, housing and social justice for people experiencing homelessness.
  • Represent Care For the Homeless in relevant policy discussions, coalitions, and committees.
  • Organize and participate in advocacy campaigns, including lobbying efforts and public awareness initiatives.
  • Create action plans for advocacy campaigns that the organization is leading and manage campaign activities.
  • Schedule meetings and educational site visits with elected officials and help coordinate and prepare appropriate participation by Care For the Homeless staff and consumers.
  • Develop and maintain ongoing relationships with elected officials, consumer advocates, community groups, government partners, Care For the Homeless staff and consumers.
  • Write testimony for City Council and State Legislature hearings and present testimony, as needed.
  • Prepare consumers and staff to give testimony and/or educate public officials.
  • Coordinate policy communication strategies with Care For the Homeless’ Communications staff.
