Axle is seeking a Policy Analyst to join our vibrant team at the National Institutes of Health (NIH) supporting the Fogarty International Center (FIC) in Bethesda, MD. Overall Position Summary and Objectives Provide support services to satisfy the overall operational objectives of the Fogarty International Center. The primary objective is to provide services and deliverables through performance of support services.

Responsibilities

  • Develop new concepts and initiatives; conduct research; participate in planning and implementation of trans-NIH/multi-agency/multisector activities related to the Center for Global Health Studies (CGHS).
  • Conduct research on specific areas of concern for FIC and develop recommendations for action.
  • Plan, organize and participate in technical meetings and consultations that convene diverse groups to discuss key issues in global health research, identify research gaps and priorities, and articulate research agendas around particular global health research topics.
  • Prepare background materials and provide context on a range of policy and program issues, for use by senior FIC leadership in discussions with senior government and non-government officials.
  • Prepare, write and edit technical proposals and papers related to global health, including topics related to international research policy and novel program evaluation approaches.
  • Work with Director of Division of International Science Policy, Planning and Evaluation to respond to Congressional requests; draft documents related to the Congressional appropriations process.
  • Participate in the development of FIC-supported programs and initiatives.
  • Work with FIC Evaluation Officer and staff to design and conduct program evaluation studies, the analysis of research activities, and the analysis of programmatic and portfolio data to support FIC’s program assessments.
  • Develop dissemination plans for project deliverables that result from CGHS projects.
  • Provides technical experience needed to analyze, develop and implement organizational policies and practices.
  • Prepare background materials and provide context on a range of policy and program issues for use by upper management.
  • Prepare substantive technical reports and succinct executive summaries explaining program and policy issues.
  • Provides technical advice to program staff regarding new policies and procedures.
  • Interpret requirements, analyze gathered information, verify facts, draw conclusions and prepare work products Performs research of issues pertaining to current policies, regulations and procedures, and prepares issuance to program staff on changes.
  • Research and summarize background materials as needed by locating scientific or other policy related information on the internet and other means, including literature and database searches.
  • Work with staff on reporting requirements, including collecting information, collaborating with other offices and preparing written reports.
