About The Position

This position is in the Director's Office of the Division of Blind Services in Tallahassee, Florida.  This position will report to and provide support to both the Program Administrator and the Deputy Director.  The incumbent in this position will support the development, evaluation, and maintenance of policies and procedures that align with federal and state regulations and guidelines.  The incumbent will play a key role in ensuring the Division's compliance with evolving legal requirements, while advancing its mission to provide services that empower individuals who are blind or visually impaired.  The incumbent will perform research, assist with the legislative and rulemaking processes, and will interpret and effectively communicate complex information, ideas, and concepts. The incumbent will assist several Bureaus with reviewing and editing programmatic and fiscal policies and procedures, and update Senior Leadership on policy development/improvement.

  • A bachelor’s degree from an accredited college or university with a concentration in Public Policy or Public Administration; or
  • Three to five years of professional and relevant experience in Policy Development, Policy Analysis, Program Planning, Program Research, Program Evaluation, or Administrative Work.
  • The ideal incumbent must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal-directed behavior and performance sometimes under stressful conditions. The incumbent must interact courteously with others. The performance and behavior of all employees must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function.
  • Travel is required.

Nice To Haves

  • A bachelor’s or master’s degree from an accredited college or university, with a concentration in Public Policy or Public Administration.
  • Three (3) to five (5) years’ experience in Policy Development, Policy Analysis, Program Planning, Program Research, Program Evaluation, or Administrative Work.
  • Experience with rulemaking/rule promulgation.
  • Experience with the legislative process (tracking, monitoring bills, providing bill analysis).

Responsibilities

  • Maintain and practice a current understanding of FDOE and DBS policies and guidelines regarding information security.
  • Model and demonstrate the principals of flexibility, adaptability, and approachability - while adhering to applicable laws, rules, policies and procedures.
  • Exhibit effective communication, collaboration, and cooperation.
  • Coordinate and track periodic review of all Division policies and procedures.
  • Conduct analysis of administrative, program, and fiscal operations to recommend enhancements/improvements to both Division and Bureau-level policies and procedures.
  • Develop Division-level policies and assist with developing and updating/editing programmatic and fiscal policies and procedures.
  • May at times present information about policy recommendations and updates to stakeholders.
  • Coordinate and meet with Division Bureaus to review and analyze internal process controls for process improvement.
  • Develop and maintain a centralized repository of all division policies and procedures and conduct regular reviews to identify and address potential policy gaps and inconsistencies.
  • Track and monitor the routing and approval process of all policy documents to ensure timely completion and adherence to Agency established deadlines.
  • Coordinate and collaborate with various bureaus within the Division to review, analyze and assist with policy planning and monitoring.
  • Assist with rulemaking and rule development for the Division.
  • Performs other duties as requested.
