About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! The Policy Development Analyst II serves as a key advisor and project coordinator within the Department of Adult Correction, reporting to the Deputy Secretary of External Affairs. This role focuses on researching and analyzing laws, policies, and best practices to inform strategic decisions, while developing recommendations and tracking legislative trends. The position acts as a liaison with state and federal agencies, advocacy groups, and other stakeholders, ensuring effective communication and collaboration on public policy initiatives. Requirements

  • Master’s degree related to the program assigned from an appropriately accredited institution (OR) Bachelor’s degree from an appropriately accredited institution and two years of experience in policy implementation (OR) an equivalent combination of education and experience

Responsibilities

  • Manage select projects and initiatives for the Deputy Secretary of External Affairs, ensuring timely and accurate updates for leadership and stakeholders.
  • Conduct research on laws, regulations, policies, and best practices; analyze alternatives; and develop recommendations aligned with agency strategic goals.
  • Collaborate with the Governor’s policy team and DAC Legislative Affairs to develop policy priorities, track legislation, and draft responses to proposed programs.
  • Create and maintain complex lists, databases, spreadsheets, and reports to track multiple projects and monitor national trends in corrections.
  • Serve as liaison to local, state, and federal entities, advocacy groups, and other stakeholders; respond to inquiries; and prepare presentations and memoranda.
  • Advise DAC leadership on public policy matters, prepare reports and proposals, and strategize on policy formation and long-range initiatives.
  • Represent DAC in meetings of commissions and councils, review proposals and reports, and provide guidance on potential impacts to agency operations.
  • Promote DAC’s mission through meetings, facility tours, and educational events; communicate with government agencies and associations; and represent the Department at conferences.
