About The Position

The University Police Department at North Carolina State University is responsible for providing the most reasonable level of safety and security for the protection of life and property of students, faculty, staff and visitors of the campus community. Being a full sized police department, the department functions 24 hours a day, 7 days a week, year round with sworn officers, non-sworn full-time employees and part-time employees. The Event Planning and Risk Management Coordinator serves as the primary consultant on law enforcement and public safety matters related to events planned within the Police Department's jurisdiction. This position plays a key role in ensuring the safe and efficient execution of campus and community events by conducting risk assessments, developing operational plans, and coordinating police staffing and response activities. The coordinator collaborates closely with internal university partners and external agencies to ensure compliance with best practices and national standards, including NFPA and FEMA guidelines. This role also leads large-scale emergency response exercises, oversees the department's Incident Command System (ICS) functions, and ensures ongoing compliance with ICS/NIMS training and critical incident protocols.

Requirements

Bachelor's degree in communications, emergency management, public or business administration or directly related field and three years of special event and/or emergency management experience.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Candidates must have completed at minimum ICS/NIMS courses ICS 100, ICS 200, ICS 300, ICS 400, IS 700 and IS 800 level training.
Candidates must have the ability and be certified by FEMA to teach ICS/NIMS courses 300 and 400.
Strong time management, project management, and problem-solving skills are required.
Demonstrated knowledge of national trends, solutions and best practices in law enforcement event management.
Principles and practices of project or program planning and management.
Ability to coordinate a variety of activities involved in the planning and execution of events.
Ability to communicate both verbally and in writing.
Ability to investigate and resolve public problems and complaints.
Ability to operate a computer and appropriate software applications.
Ability to work long and irregular hours, including some weekends, evenings, holidays and during states of emergency or disaster (natural or man made).
Ability to handle multiple tasks and prioritize. Ability to work independently.
Must possess exceptional organizational skills necessary to analyze the needs of the customers and clients in order to anticipate certain service requirements.
Knowledge of principles and methods of qualitative and quantitative research. Knowledge of applicable federal, state, and local laws, codes, regulations (based on assignment).
Applicants must possess a valid North Carolina driver's license or be able to obtain one within 60 days of employment.

Nice To Haves

While not required, it is preferred that applicants have successfully completed the International Association of Venue Managers (IAVM) "Academy for Venue Safety and Security (AVSS)". Coursework in addition to that listed above in the National Incident Management System and other emergency management and event management courses is highly desirable. Knowledge of running Zoom meetings and webinars.
While not required, it is preferred that applicants possess a current Certified Sports Security Professional (CSSP) certification.

Responsibilities

Develop and disseminate comprehensive operational plans, post orders, and event-related documents.
Conduct detailed risk assessments for events held on University property in coordination with other campus units.
Provide law enforcement consultation on event planning, offering recommendations and requirements consistent with best practices and University regulations.
Plan, manage, and execute Police Department logistics for large-scale campus events.
Prepare budget projections, approve timesheets, and manage fiscal items related to assigned events.
Supervise on-site sworn and civilian staff during events and ensure proper execution of plans.
Conduct after-action reviews and present findings to command staff and University stakeholders to support continuous improvement.
Participate in departmental projects and initiatives related to technology and process improvement.
Stay current on industry trends, University policies, and departmental procedures.
Attend monthly event planning meetings with internal and external stakeholders.
Provide consultation to campus units regarding event best practices and police support services.
Participate actively in planning meetings and keep command staff informed of upcoming critical events or incidents.
Anticipate potential risks or impacts to the community and communicate them proactively to leadership.
Maintain transparency and meet deadlines and budget expectations impacting other departments.
Manage multiple priorities and work independently within established guidelines.
Regularly communicate with supervisors and colleagues to ensure alignment on departmental goals.
Continuously monitor event industry standards and University initiatives for integration into departmental practices.
Serve as the primary point of contact for event-related police planning, risk assessments, and staffing requests.
Conduct pre-event meetings to identify client expectations and ensure adequate safety measures.
Develop and deliver presentations to campus partners, service providers, and community members.
Respond to customer and citizen inquiries with professionalism and accuracy.
Other tasks and responsibilities may be assigned based on the needs of the organization and evolving priorities.
