About The Position

The position serves the School District and the Police Department. This position serves as the Sergeant responsible for supervising the daily work for the corporal(s), officers, investigator(s) and civilian staff subordinates. This position will ensure the positions assigned under its leadership maintains a state of readiness in order to meet the day-to-day operational responsibilities of each subordinate. The Sergeant of the unit is responsible for managing law enforcement related matters within the boundary of the School District utilizing the Texas Penal Code, Code of Criminal Procedure, Transportation Code, District’s Board Policy, Management Guidelines, Departmental Rules and Regulations and other directive from the Chief of Police. Requirements

• Valid Texas Driver’s License
• Intermediate Texas Peace Officer Certificate issued by Texas Commission on Law Enforcement (TCOLE)
• Two (2) years of law enforcement first-line supervisory experience or two (2) years of law enforcement first-line supervisory experience and law enforcement specialized assignment experience combined
• Must not have a sustained complaint for untruthfulness or association with person of questionable character
• General knowledge of departmental policy, school district policy, criminal investigative practices, internal investigative practices, police report writing practices and criminal laws
• Training and ability to subdue offenders, including use of firearms and mechanical restraints
• Ability to pass a written exam with a minimum score of 70% required
• Ability to pass physical agility, psychological, and drug tests
• Ability to work well with juveniles and adults
• Ability to work any shift as needed (to include weekends and holidays)
• Ability to effectively communicate orally and in writing in English
• Ability to maintain strong, positive and effective interpersonal and public relationships
• Ability to perform exterior checks without the use of an automobile which may require crossing areas without sidewalks or not paved and may be poorly lit
• Sufficient mobility and dexterity to respond quickly to situations which may involve measures to detain individuals who are running away, jumping fences and/or barriers
• Sufficient strength to detain intruders and trespassers who physically resist detention
• Strong computer skills (Word, Excel, and PowerPoint)

Nice To Haves

• Bachelor’s degree from an accredited college or university
• Advanced TCOLE Peace Officer Certification
• At least six years of experience as a Texas Peace Officer
• At least five years of supervisory experience
• Bilingual fluency

Responsibilities

• Supervising and Training: Coordinate with Human Resources to review, select and manage the Police Department’s recruitment, screening, and selecting of process for all Police Department personnel. Select, train and supervise subordinates. Training includes new hires, promotions and on-going training as needed. Administer the Police Department’s Field Training Program. Serve as the Police Department’s TCOLE Training Coordinator. Draft, evaluate and implement the employee’s Individual Development Plan (IDP). Ensure all Police Department personnel meet the training standards set by School District, the Police Department and TCOLE. Complete a monthly schedule to ensure the law enforcement personnel and civilian staff assign has the mandatory staffing requirements. Provide ongoing feedback throughout the year and complete annual evaluations all personnel assigned to the unit under their command.
• Data Analysis and Compliance Measures: Review and analyze monthly statistical reports, offense/investigative reports, area/global crime trends, and officers’ activity reports to ensure assigned personnel are meeting the professional standards require to accomplish the needs of the school district and the Police Department’s mission with fidelity. Daily, weekly and monthly review all operations under their command to ensure the tasked are completed with fidelity. Weekly inspect patrol vehicles, officers’ law enforcement equipment/uniforms and office space to ensure it meets the operational standards required to meet the needs of the school District and the Police Department’s mission with fidelity. Patrol the district in order to provide law enforcement services to individual facilities, students, and staff to prevent and investigate criminal activity, when needed. Ensure officers assigned to vehicles maintain the department’s vehicle in good working condition (clean of dirt and clutter, gas, oil, tires, etc.). Maintain all IDPs, TCOLE, and department recognitions documentation as well as internal investigative files.
• Community Presence and Awareness: Serve as a representative for the Police Department in meetings with district personnel, concerned citizens, community, civic and other gatherings as directed. Access daily updates and communicate key developments regarding persons, conditions, events and developments within the geographical area of responsibility that may pose a safety concern to Spring ISD. This includes criminal activity, traffic safety, campus safety concerns, truancy matters and other law enforcement needs. Execute best practices by staying abreast and communicating conditions, events and developments within the area of responsibility. This includes criminal investigations, administrative investigations, law enforcement equipment/resources, training, traffic safety, campus safety concerns, truancy matters and other law enforcement needs. When off-duty the Sergeant will maintain communications with the division Lieutenant and be available by radio, or telephone/cellular phone at all times unless otherwise noted prior to going off-duty. This position serves in an on-call rotation for Critical Incident Command situations. This position also serves a representative for the Police Department and will be available for public discussions of law enforcement, public safety, community-oriented problem solving and initial complaints against officers and/or department action(s). This position will perform all other job-related duties as assigned.
