About The Position

The Police Chief is responsible for leading, planning, and coordinating all aspects of the Lufkin Police Department and provides direction to ensure the safety and protection of the community. The position serves as a key member of the City's executive leadership team and principal law enforcement advisor to the City Manager.

Requirements

  • A bachelor's degree in criminal justice, public administration, or a related field is required
  • Ten (10) years of progressively responsible law enforcement experience, including at least five (5) years in a supervisory/command position.
  • Must be licensed by and meet all Texas Commission on Law Enforcement (TCOLE) requirements.
  • Demonstrated record of high ethical standards, integrity, professionalism, and strong leadership.
  • Knowledge of, and ability to interpret, apply, and enforce applicable federal, state, and local laws, regulations, ordinances, and court decisions related to law enforcement and police administration.
  • Knowledge of the application of modern principles, practice, and methods of law enforcement.
  • Knowledge of and ability to apply City personnel policies and procedures, including recruitment and selection, performance management, progressive discipline, and employee development.
  • Skill in leadership and management, including building high performing teams, delegating effectively, and developing command staff and future leaders.
  • Skill in excellent written, verbal, and interpersonal communication.
  • Skill in preparing, administering, and monitoring complex operating and capital budgets and in managing grants and other funding sources.
  • Skill in managing conflict, change, and uncertainty, including high pressure and sensitive situations.
  • Administration of the department, and in handling conflict and uncertain situations
  • Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
  • Ability to make sound decisions and solve complex organizational and operational problems using data, collaboration, and professional judgment.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to identify and address sensitive community and organizational concerns and needs.

Nice To Haves

  • Master's degree is preferred.
  • Possession of advanced or master peace officer certification and completion of recognized command level or executive leadership training (e.g., LEMIT Texas Police Chief Leadership Series, FBI National Academy, or similar) is preferred

Responsibilities

  • Provide strong, ethical leadership to the police department model integrity, professionalism, accountability, and service-oriented policing.
  • Serve as a key advisor to the City Manager on law enforcement and public safety matters.
  • Develop and implement the department's strategic plan, goals, policies, and procedures consistent with City priorities, legal requirements, and best practices in modern policing.
  • Plan, direct, and manage all operations of the department.
  • Foster positive relationships with the community; develop and implement outreach and engagement strategies; respond to and address community concerns.
  • Recruit, hire, and retain officers and staff.
  • Ensure ongoing professional development, training, and wellness programs for all department personnel.
  • Develop and manage the department's budget.
  • Oversee law enforcement activities and investigations; ensure appropriate supervision, quality control, and adherence to legal and professional standards.
  • Stay informed about and implement the latest technologies in law enforcement.
  • Foster a culture of innovation, continuous improvement, employee engagement, and accountability.
  • Represent the department at City, regional, and professional meetings; maintain effective interagency relationships and mutual aid arrangements.
  • Other duties as assigned
