The Role The PMO Director will lead and oversee the project management office on large-scale Washington State ERP initiatives, providing strategic direction, team leadership, and governance across multiple concurrent workstreams. This consultant will serve in a complex, high-stakes program where their ability to build, mentor, and manage high-performing PMO team members will directly shape how transformation unfolds across state agencies and the people they serve. Requirements

  • Bachelor's Degree or equivalent work experience
  • 8+ years of progressive project management experience, including at least 3 years in a PMO leadership, program management, or director-level role overseeing multiple concurrent projects and direct reports
  • Minimum 5 years of public sector experience, with direct work in state or local government environments strongly preferred
  • Demonstrated ability to manage complex, multi-stakeholder projects in highly regulated or politically sensitive environments
  • Experience facilitating executive-level stakeholder engagement, including steering committees and sponsor briefings
  • Demonstrated experience building, staffing, and managing PMO teams, including hiring, performance management, and professional development of project managers and analysts
  • Experience establishing PMO governance frameworks, delivery standards, and quality assurance processes across complex programs
  • Strong writing skills, including the ability to synthesize complex information into clear, concise deliverables for both technical audiences and executive stakeholders
  • Demonstrated ability to operate in ambiguous, complex, or politically sensitive environments and drive clarity without waiting for direction
  • Hybrid methodology fluency, ability to blend Agile and Waterfall approaches pragmatically based on project and client needs
  • Proficiency in MS Project or equivalent scheduling tools, including dependency mapping and resource-loaded plans
  • Professional courage to deliver difficult findings and recommendations with data, grace, and actionable solutions
  • Proven ability to lead distributed teams, manage competing priorities across multiple engagements, and operate effectively within a remote or hybrid team environment
  • Exceptional client relationship management skills
  • PMP certification or equivalent project management credential required

Nice To Haves

  • Master's Degree in Business, Public Administration, Information Systems, or related field
  • State of Washington agency experience, particularly with large technology project implementation
  • Experience with COTS implementation in public sector environments
  • Familiarity with Washington State procurement and contracting processes
  • Experience directing and holding accountable SI (System Integrator) teams on large-scale ERP programs
  • PgMP, PfMP, or equivalent portfolio/program management certification a plus
  • Prosci or equivalent OCM certification

Responsibilities

  • Provide strategic oversight across all active project workstreams, ensuring alignment of scope, schedule, budget, risk, and issue management with program-level objectives and client expectations
  • Develop, maintain and execute detailed project plans, ensuring alignment with client governance structures and reporting requirements
  • Build, manage, and mentor a team of project managers and consultants, setting performance expectations, conducting reviews, and fostering professional development across the practice
  • Establish and enforce PMO governance frameworks, delivery standards, and reporting cadences across all active engagements, ensuring consistency and quality of project outputs
  • Oversee resource allocation, capacity planning, and staffing decisions across concurrent projects, ensuring teams are appropriately structured to meet engagement demands
  • Manage relationships with executive sponsors, steering committees, and cross-functional stakeholders across state agency environments
  • Define and continuously improve delivery methodology, templates, and tooling used across the PMO to drive efficiency, quality, and repeatability
  • Demonstrated ability to leverage AI-powered tools to enhance project delivery, including applications such as automated reporting, risk pattern recognition, requirements analysis, or stakeholder communication drafting
  • Comfort evaluating and adopting emerging tools that improve efficiency and output quality on complex engagements
  • Facilitate project status reporting, executive briefings, and governance checkpoints
  • Oversee configuration, testing, and validation of project activities, ensuring all aspects of project planning and execution meet quality and timeline expectations
  • Identify and proactively manage project risks and dependencies across interconnected workstreams
  • Coordinate across vendor, state agency, and internal Liberum team members to ensure integrated delivery
  • Collaborate with OCM, training, and communications teams to ensure PMO outputs and delivery milestones support adoption and readiness activities
  • Engage and build foundational relationships with customers, project sponsors, vendors and external stakeholders
  • Coach and mentor both Liberum team members and client-side staff to build internal project management capability and strengthen delivery maturity
  • Identify opportunities to provide or create additional client value throughout the engagement lifecycle
  • Proactively communicate project progress, risks, and value delivered to client stakeholders ensuring visibility into team contributions throughout the engagement
  • Drive clarity and alignment when project conditions are ambiguous, off-track, or politically complex, including developing recovery plans and realignment strategies
  • Develop and maintain detailed MS Project plans with dependencies, resource loading, and elaborated tasks; apply hybrid Agile/Waterfall approaches appropriate to the engagement context
  • Deliver status updates and executive reporting in visually compelling formats that tell the right story for the right audience

  • Salary range varies between $150-170k annually based on experience/level of hire.
  • PTO and Sick Leave are provided to all full-time employees. Liberum also offers 9 paid holidays per year.
  • Paid vacation time of regular full-time employees will be earned and accrued on each pay date. At the end of the calendar year, unused vacation will roll over into the next calendar year.
  • 0 -5 yrs, FTE 15 days (120 hours), 5 hours accrued per pay cycle (bi-monthly)
  • 5+ yrs, FTE 20 days (160 hours), 6.67 hours accrued per pay cycle (bi-monthly)
  • As a WA state employer, we follow all WA state ordinances ensuring employees accrue sick leave at a rate of 1hr per 40 hours worked.
  • At the end of the calendar year, all unused vacation will roll over into the next calendar year.
