The Plant Maintenance Manager performs routine technical, managerial, and complex project management work, directing projects and activities of the physical plant of the facility. Accountable for the effective and efficient management and delivery of maintenance activities. Work involves planning, coordinating, scheduling, and supervising all facility utility services, grounds and buildings, equipment maintenance and repairs, including small construction projects, vehicle operations, and repairs and maintenance, including replacement scheduling. Supervises and manages small construction projects, inspections, renovations, maintenance, and operational maintenance functions supporting the facility. Serves as the primary point of contact relating to construction, plumbing, mechanical, electrical, Life Safety Code and similarly recognized codes and standards. Prepares reports as required. The Plant Maintenance Manager performs a critical interface between contractors, engineers, architects, and State Office staff and various other entities regarding maintenance and construction / renovation projects, energy management projects, and similar initiatives. This position may be required to drive a state-owned vehicle.

Requirements

• Knowledge in plant maintenance operations, including but not limited to plumbing, electrical, HVAC, carpentry, roads and grounds, and motor pool.
• Knowledge of Life Safety Code standards and regulations
• Knowledge in developing maintenance policies and procedures
• Knowledge of CAFM (Computer Assisted Facilities Management) or other electronic facility management programs.
• Knowledge of fleet operations
• Skills in written and verbal communication
• Skills in developing and maintaining working partnerships.
• Skill in the use of various hand and power tools; of various types of machinery and equipment
• Ability to develop, interpret, and use data in decision making.
• Ability to develop staff and maintain an effective working culture.
• Ability to use a computer and applicable software (i.e., Microsoft Office applications including Outlook, Word, Excel, PowerPoint, and Access)
• Ability to work with and manage contractors.
• Valid Texas driver’s license or ability to obtain it no later than 90 days after hire date, is required. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
• Graduation from an accredited four-year college or university with major course work in a field relevant to physical plant maintenance or architectural construction is generally preferred.
• Experience in the management of a business function, division, or department relevant to physical plant maintenance, preferably in an ICF/IID or healthcare environment.
• Experience with mechanical, electrical, HVAC and plumbing systems.
• Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct and HHS List of Excluded Individuals/Entities (LEIE).
• Males between the ages of 18 – 25 must be registered with the Selective Service.
• All applicants must be at least 18 years of age to be considered for employment at a state-operated facility.

Responsibilities

• Plans, develops, and implements policies, procedures, and performance standards for physical plant operations of a large State facility in conformance with administrative and regulatory standards.
• Coordinates, supervises, and provides leadership to and maintains a fully staffed and trained maintenance department consisting of electricians, plumbers, HVAC technicians, carpenters, painters, automotive mechanics, and groundskeepers.
• Plans, schedules, and oversees capital construction, preventive/unscheduled maintenance, building repairs, renovations, or restoration projects; reviews all requests for materials, services, and equipment; obtains costs estimates; and oversees the proper acquisition of needed supplies and equipment.
• Provides framework for repairs, renovations and modernizations of buildings, systems, and grounds; serves as subject-matter expert on Life Safety Code and building, mechanical, plumbing and related codes; identifies necessary materials, supplies and equipment; and ensures that necessary tools and manpower are available to perform the work.
• Coordinates project activities with other state agencies, HHSC's Facility Support Services (FSS) Maintenance & Construction and outside vendors, and customers in a collaborative manner.
• Inspects buildings for various construction, environmental, utilization, safety, appearance, and health and sanitation standards on work performed by in-house personnel and contractors for top quality workmanship.
• Maintains compliance with agency, facility, accrediting agencies, and other regulatory agencies as appropriate to maintenance functions.
• Develops reports and uses data in driving improvements, monitoring effective and efficient service delivery, and satisfying compliance with appropriate rules and regulations.
• Oversees a record-keeping system on maintenance-related information.
• Prepares management and productivity reports.
• Implements and monitors a safety program within the maintenance department; inspects workspace and equipment for hazardous conditions and takes necessary action to correct the unsafe conditions; and enforces safe working practices.
• Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
