About The Position

The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary. Develops and implements project management processes for ReWa’s equipment rehabilitation program. Provides engineering oversite and supports all operation’s led equipment replacement or rehabilitation efforts. Oversees contractor management and ensures work completed satisfies organizational standards. Prepares or modifies engineering drawings and aids in the completion of asset rehab projects. Conducts engineering calculations and validates equipment selection and performance. Manages department budget and ensures capital funds are appropriated in a timely manner. Ensures project and equipment purchases align with procurement code requirements. Uses continuous improvement principles and optimizes department workflows. Reviews planned and unplanned equipment requests and determines need in relation to probability of failure and consequence of failure along with existing needs. Provides oversight and direction for the effective continued implementation of Cityworks CMMS for asset management. Develops creative solutions to track equipment performance and predict near term and long-term failure potential. Oversees the execution of ReWa’s level of service program and identifies operational risks. Participates in engineering CIP identification and prioritization meetings and ensures CIP projects satisfy equipment needs. Participates in review of engineering studies, recommendations, and designs for new or modified WRRF and biosolids processes. Monitors employees’ adherence to ReWa’s safety program. Coordinates assigned activities and functions with those of other agency divisions, departments, and outside agencies as appropriate. Maintains effective public and intergovernmental relations. Compiles data and prepares various records, reports and recommendation for the division, agency and outside agencies as required. Receives and responds to inquiries, concerns, complaints, and requests for assistance from customers and the general public regarding areas of responsibility. Develops and oversees the implementation of goals and objectives for assigned programs. Assists in developing enterprise-wide goals and objectives. Uses creativity, foresight, and mature judgement in anticipating and solving unprecedented problems. Makes independent decisions that have an important impact on extensive organizational activities. Sets priorities and reconciles directions from competing interests. Oversees the identification, prioritization, procurement, and potentially installment of all assets in need of rehabilitation through the operation’s recuring initiative fund (1-5 million in value annually). Supervises organizational programs and teams and ensures timely and quality delivery of work. Recommends equipment/materials, personnel and funding required to carry out those programs and initiatives. Develops standards and guidelines and determines program objectives and limits. Manages and reviews the work of assigned staff for completeness and accuracy. Schedules and coordinates activities; instructs, assigns and allocates personnel, maintains standards. Oversees employee development and coaching, conducts annual reviews, selects candidates and acts on employee problems including discipline and discharge. Serves on call 24 hours per day to ensure environmental and regulatory compliance, safe operations, and uninterrupted service for customers. Attends conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills. Management may assign additional duties as trained for and qualified to do so related to the work of the position as necessary.

Requirements

  • Must possess a valid state driver’s license.
  • Requires an accredited BS degree in civil, environmental, chemical, or biosystems engineering and significant experience in contractor management, equipment installations and capital planning.
  • Requires a minimum of three (3) years of progressively responsible industry and project management experience.
  • Must possess a South Carolina “A” Biological Wastewater Operator Certification or able to attain within two (2) years of employment.
  • Must have experience in managing and tracking costs related to budget on large projects or capital funds.
  • Must have strong understanding of wastewater equipment fundamentals including but not limited to, pump and blower curves, mixer sizing and operation, general hydraulics, drives and gearboxes, etc.
  • Must have experience with detailed design and drawing markup to communicate project needs to contractors.
