Reviews residential and commercial drawings, plans, and specifications to ensure compliance with all applicable codes. May also perform required building, mechanical, electrical, OWTS and/or plumbing inspections and code enforcement activities to ensure compliance with all applicable laws, rules, and regulations. ESSENTIAL JOB FUNCTIONS: Examines submitted residential and commercial drawings, plans, and specifications for compliance with all applicable building, plumbing, mechanical, and electrical codes; reviews new construction methods and products for compliance; communicates findings to appropriate party (e.g., homeowners, contractors, architects, etc.). Reviews Onsite Wastewater Treatment Systems (OWTS) for compliance with state and local requirements. Performs on-site buildings, mechanical, electrical, plumbing and/or OWTS inspections in a timely manner as assigned as needed; notifies appropriate parties of code violations and discusses remedies for addressing deficiencies. Assist permit applicants with coordination of requirements of other related agencies and departments. Resolve conflicts with projects under construction when plans are not followed which can include follow-up field inspections. Assist and provide support to field inspection staff on an as needed basis. Drives county vehicle while performing normal daily inspections. Enters inspections into office computer system daily and researches history of inspections as necessary. Provides prompt and courteous responses to inquiries from public, contractors, Registered Design Professionals and co-workers. Provides assistance at counter as needed. Performs permit and license checks; ensures all construction projects have been properly permitted; checks for required licenses. Attends staff meetings, seminars, and training sessions; maintains current knowledge of recent code developments, construction practices, and building products. Utilizing a computer, locates permit and inspection information, locate and up-date plan review information; maintains familiarity with office computer system. Ensures assigned County vehicle is clean, safe, and properly maintained. Oral and written communications must be clear and effective. Performs other related duties as assigned. MINIMUM QUALIFICATIONS REQUIRED: Education and Experience: High school diploma or equivalent and four (4) years of progressively responsible related work experience in building construction and plans review. Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job. Requires applicable certifications for type of plan reviews being performed Licenses and Certifications: ICC Commercial Building Inspector Certification ICC Commercial Plumbing Inspector Certification ICC Commercial Plans Examiner Certification (must be obtained within 12 months of hire) ICC Commercial Mechanical Inspector Certification – (Preferred) ICC Electrical Inspector Certification or approved state license (Preferred) OR: Education / work experience equal to licenses and certifications as determined by Chief Building Official ICC Commercial Building Plans Examiner Certification (must be obtained within 12 months of hire) ICC Commercial Plumbing Inspector Certification (must be obtained within 36 months of hire) ICC Commercial Mechanical Inspector Certification (Preferred) (or other ICC certifications or equivalent approved by the Chief Building Official) PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: This position requires climbing stairs, ladders and scaffolding, standing, stooping, sitting, bending, twisting, and lifting up to 50 pounds .Must be able to lift one’s own body weight as related to performing inspections. The employee is frequently exposed to dirt, smoke, fumes, extreme heat and cold for long duration, outside atmospheric conditions, traffic noise, and dust for sustained periods of time. The employee is frequently exposed to possible bodily injury from moving mechanical parts of equipment, tools, and machinery. The employee is occasionally exposed to possible bodily injury from electrical shock, falling from high places, and toxic or caustic chemicals. While performing the essential functions of this job, shaking objects or surfaces; conditions such as fumes, noxious odors, mists, gases, and poor ventilation that affect the respiratory system eyes, or the skin.
