About The Position

Supervises and participates in a variety of major community planning projects, or assumes project responsibility for a major community planning study or project; and performs other related duties as required. There is one (1) immediate permanent full-time vacancy with the Planning Department - Long Range Division in Hilo. (Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants may be recruited. Starting salary will be based on the qualifications of the person selected). The eligible list may be used to fill other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Requirements

  • A combination of education and experience substantially equivalent to:
  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • five (5) years of work experience in community planning, environmental planning, architecture, engineering, socio-economic research, land development, or related community planning activities, and
  • ability to travel independently to various geographic locations. This requirement may be fulfilled by the possession of a valid State of Hawai'i driver's license (Class 3), a valid comparable driver's license, or use of other means of transportation that meets position needs.
  • Knowledge of: the principles, practices, purposes, scope, and techniques of community planning; purpose, principles, trends and practices in federal, state, and local planning; research methods and statistical procedures; general and technical research sources and sources of socio-economic, environmental, and land use information; government organizations and functions; state and local laws and ordinances relative to community planning, zoning, land subdivision, and redevelopment; principles and practices of supervision; public relations; public speaking; report writing; and personal computer operation and various software applications.
  • Ability to: plan, assign, supervise, and review the work of subordinates; understand and apply planning concepts and methods; collect, compile, correlate, and analyze facts and data to make sound decisions and recommendations; communicate effectively both orally and in writing; plan, organize, direct, coordinate, and conduct community planning studies and projects; conduct site inspections, investigations and meetings with property owners; conduct/facilitate training/meetings with community groups, governmental agencies, and individuals around the Island of Hawai`i; and deal effectively and establish an effective working relationship with other employees, officials of government, private organizations, and the public.

Responsibilities

  • Supervises and participates in the preparation of planning goals, objectives, policies, and standards.
  • Supervises, researches, and participates in the preparation of background reports, recommendations, drafts ordinances or rules for various special projects, permit applications, general plan, community development plans, functional plans, CIP program, zoning, or inquiries using applicable codes, rules, opinions, laws, and background files, or by consulting other agencies, conducting field investigations, and using other appropriate sources or methods.
  • Supervises and participates in the preparation of maps, charts, preliminary designs and layouts.
  • Analyzes and evaluates development plans, projects, studies, and proposals presented by public agencies and private developers dealing with land requirements for residential, resort, commercial, industrial, public facilities, and other uses.
  • Performs related research studies such as social and economic conditions, population density, transportation facilities, and land utilization.
  • Manages the work of consultants; oversees the quality of work, completion schedule, budget, and other aspects of the project.
  • Keeps superiors informed of status and progress of projects.
  • Assigns and reviews work of subordinates participating in projects and/or studies; provides training on procedures, techniques, and methods; provides advice on difficult or potential problem areas; reviews completed work for accuracy.
  • Prepares work performance evaluations; provides training as necessary; approves leave requests; recommends personnel actions including promotions, transfers, disciplinary actions, etc.
  • Coordinates work with the other divisions in the department.
  • May process and investigate zoning violation cases.
  • Conducts or facilitates meetings with community groups, other governmental agencies, individuals, and others regarding planning; prepares informational materials and follows up on inquiries.
  • Enforces and complies with all Federal, State, and County laws, regulations, and policies relating to occupational safety and health and the environment.
  • Performs other related duties as assigned.
