Job Summary Researches, reviews, and coordinates planning studies in specialty area (e.g., zoning, land use, neighborhood condition,urban design, landmark designation, transportation, census) to make recommendations for organized and planneddevelopment within the City. Job Description Overview The Planner II researches, reviews, and coordinates planning studies in various areas to make recommendations for organized and planned development within the City. Departmental Note: Planner II - (Conservation Districts): Under the guidance of a Chief Planner, the Planner II position seeks to protect and enhance the physical attributes that conserve the distinctive character of areas designated as Conservation Districts; reviews architectural plans and construction documents for residential structures for accuracy, completeness, and compliance with city ordinances and impact on designated neighborhoods; maintains a thorough understanding of historic architectural styles and appropriate treatments; conducts community meetings and attends neighborhood and civic events to engage with residents of existing and potential conservation districts; develops and implements conservation district designations; and prepares maps and other graphic illustrations. Strong customer service skills, oral/written communication skills, research skills, and interpersonal skills are essential. A background or demonstrated interest in historic preservation, architecture, or architectural history is required.

Requirements

  • Knowledge of urban planning principles and practices.
  • Knowledge of architecture and building design.
  • Knowledge of research methodology and techniques for analyzing information.
  • Knowledge of City development and building codes.
  • Ability to apply principles, methods, and techniques of urban/neighborhood planning and design to studies and projects
  • Ability to identify problems, impacts, and implications of requested zoning changes and project assignments.
  • Communicating effectively verbally and in writing.
  • Ability to clearly dispense information to the general public, business representatives, commission members, and city officials
  • Ability to read, use, and interpret maps.
  • Establishing and maintaining effective working relationships.
  • Bachelor's degree in a Planning, Urban Studies/Design, Architecture, Public Administration, Sociology, Geography, Engineering or related field.
  • Two (2) years of professional level experience in planning, urban design, architecture, landscape architecture or related work.
  • Valid driver's license with good driving record.

Responsibilities

  • Prepares long-range land use and neighborhood improvement studies to guide future development in a positive manner.
  • Conducts and performs various research, analysis, and on-site reviews to ensure proposals are in compliance with ordinances and regulations.
  • Prepares, drafts, and presents recommendations or coordinates the presentation of recommendations to the City Plan Commission and other groups.
  • Conducts community meetings and attends neighborhood and civic events to obtain feedback regarding land use, neighborhood improvement, or census issues.
  • Responds to various inquiries from citizens, public committees, commissions, City Council, and others regarding specific projects in order to expedite services.
  • Reviews and analyzes zoning applications for accuracy, completeness, and compliance with city ordinances and impact upon communities.
  • Reviews and coordinates materials necessary for boundary adjustments and annexation including negotiations with other municipal jurisdictions.
  • Administers and monitors various other programs providing professional direction and insight on planning related activities.
  • Performs any and all other work as needed or assigned.
