About The Position

Under the general direction of the Assistant Director or Manager, this position is responsible for performing professional and technical city planning work in matters related to current planning, long-range planning, and economic development. ESSENTIAL RESPONSIBILITIES Assists in administration of planning and development services related ordinances. Reviews case proposals for conformance with ordinances and regulations and prepares staff reports and recommendations. Resolves outstanding issues with the development community relative to submittals. Conducts field evaluations and assessments. Interacts with other city departments, utility companies, and elected/appointed officials. Organizes and conducts meetings with staff and developers. May lead and manage staff on special projects. Prepares reports and recommendations; researches, formulates, and writes ordinances; assists in and gives presentations; coordinates steps related to plans and studies; and prepares draft updates to elements of planning documents. Assists in urban planning efforts as it relates to developing, maintaining, and implementing the City's policies regarding revitalization and supporting the Boards and Commissions involved in the same. Completes advanced professional and technical assignments related the City's efforts at local economic development with an emphasis on enhancing and expanding the City's tax base and the community's quality of life. Job duties will be related to specific assigned areas - either current planning or long-range planning/economic development. Long range planning emphasizes revitalization efforts of downtown, adjacent neighborhoods, and commercial corridors. Planner II requires increasingly specialized knowledge of the planning and economic development field and a more elevated level of required duties and responsibilities compared with a Planner I. Performs other job-related duties as assigned.

Requirements

  • PLANNER I: Requires a Bachelor's degree and one (1) year of related experience. Bachelor's Degree in a related field such as Planning, GIS, Geography, Architecture, or Engineering and one year of experience in urban planning in either public or private sector are preferred. Valid Texas Driver's License Required.
  • PLANNER II: Requires a Bachelor's Degree in Planning, GIS, Architecture, or related field and a minimum of three years of related experience. A Master's Degree in a related field can substitute for two years of experience. GIS software experience is preferred. Valid Texas Driver's License Required.
  • Knowledge of the fundamental principles, concepts and practices of city planning and economic development.
  • Demonstrated and effective verbal and written communication skills.
  • Ability to maintain effective working relationships with co-workers and the general public.
  • Knowledge of and ability to use Word, Excel, Outlook, PowerPoint, or similar programs.
  • Knowledgeable in the use of engineering and architectural scales.
  • Ability to operate highly technical computer applications, such as GIS or CAD.
  • Ability to operate small office equipment, including copy machines or multi-line telephone system.
  • Ability to work well with a diverse staff as well as the general public.
  • Ability to conduct and summarize research, and review/understand technical documents.
  • Knowledge of ability to use Adobe Photoshop, InDesign, Google Sketch-Up and/or AutoCAD for creating materials.
  • Group facilitation skills for use with community workshops, neighborhood meetings, and commission or committee meetings.
  • Level of job duties and expectations increase based on the level hired of either Planner I, Planner II.

Nice To Haves

  • Bachelor's Degree in a related field such as Planning, GIS, Geography, Architecture, or Engineering and one year of experience in urban planning in either public or private sector are preferred.
  • GIS software experience is preferred.
