About The Position

The Pipeline Controller is responsible for the safe, efficient, and compliant operation and monitoring of PBF Energy's owned and/or operated gas and/or hazardous liquid pipelines from the Pipeline Control Center in The Woodlands, TX. This role ensures reliable operations in full compliance with DOT/PHMSA regulations (49 CFR 192 and/or 195), as well as other applicable federal, state, and local requirements, including those from the California State Fire Marshal where relevant. The position requires qualification on one of the two desks in the facility, focusing on monitoring and controlling pipeline systems to prevent incidents, optimize performance, and maintain environmental integrity.

Requirements

  • 5-10 years of relevant experience in hazardous liquid pipeline operations, control center environments, pipeline assets, and SCADA systems.
  • Associate’s degree in a technical discipline or equivalent professional experience.
  • Proven analytical and judgment skills with exceptional attention to detail.
  • Ability to work independently, making sound and logical decisions under pressure.
  • Extensive experience with computer-controlled production or process control systems.
  • Strong mathematical skills for high-accuracy calculations.
  • Excellent interpersonal skills for interfacing with diverse internal and external stakeholders, with proficiency in both written and verbal communication.
  • Robust organizational and analytical abilities.
  • Willingness to work 12-hour rotating shifts, including days, nights, holidays, and weekends, with unscheduled overtime as needed.
  • Qualification on one of the two desks in the facility upon successful completion of training.

Responsibilities

  • Monitor SCADA system parameters, including pressure, flow, gravity, tank levels, and other operational metrics, to manage and control pipelines safely and efficiently.
  • Accurately monitor and control valve and pump statuses from the Pipeline Control Center.
  • Respond promptly to alarms triggered by normal, abnormal, or emergency conditions, executing appropriate actions to mitigate risks and prevent escalations.
  • Monitor the leak detection system and respond effectively to potential leak alarms in accordance with established protocols.
  • Collaborate with field operators to provide timely, accurate, and reliable operational data, ensuring safe, environmentally compliant, and dependable pipeline operations.
  • Analyze data trends to identify potential issues and recommend proactive measures.
  • Develop and implement operating procedures to enhance system efficiency and safety.
  • Report and track regulatory and company-required operating data, including incidents, to maintain compliance.
  • Adhere to Control Room Management (CRM) guidelines and other DOT/PHMSA regulations, as well as jurisdictional requirements.
  • Develop daily operating plans for assigned pipeline systems and configure systems accordingly.
  • Facilitate smooth shift transitions through clear verbal and written communication, documenting handoffs per CRM guidelines.
  • Contribute to continuous improvement by evaluating processes, participating in HMI optimization, alarm management, and other initiatives.
  • Communicate effectively with internal teams and external stakeholders, including the public, emergency responders, inspectors, and regulators.
  • Uphold a strong commitment to personal safety, the safety of company assets and personnel, and public safety.
  • Perform other duties as assigned by management.
