About The Position

Southland Holdings is seeking a skilled foreman for our construction project involving concrete and pipe installation at water facilities in the Portland, OR area. Key Responsibilities 1. Field Supervision & Crew Management Direct and supervise crews in the installation of large-diameter welded steel and ductile iron pipelines (up to 84" or greater), including open-cut and trenchless crossings. Assign daily tasks, monitor productivity, and ensure proper staffing and equipment utilization. Train and mentor crew members on safe and effective installation techniques. 2. Planning & Coordination Review plans, specifications, and shop drawings to plan work activities and anticipate needs for materials, equipment, and manpower. Coordinate daily with the Superintendent, Safety Manager, Quality Control, and other Foremen to align schedules and work areas. Communicate with survey and layout teams to verify line, grade, and alignment before installation. 3. Quality & Compliance Ensure proper pipe bedding, jointing, backfill, and compaction in accordance with contract documents. Oversee installation of valves, fittings, thrust blocks, air release valves, and other appurtenances. Conduct inspections and coordinate with quality control personnel for hydrostatic testing, disinfection, and documentation. Maintain accurate as-built and production records. 4. Safety Promote and enforce job site safety policies and procedures. Monitor trench safety, equipment operation, and confined space entry compliance. Stop work immediately if unsafe conditions arise. 5. Equipment & Materials Coordinate delivery and storage of pipe materials, gaskets, and fittings. Inspect materials upon delivery to verify quality and compliance with submittals. Manage and schedule use of excavators, loaders, dewatering systems, and fusion/welding equipment. 6. Communication & Documentation Maintain daily foreman reports including manpower, equipment hours, quantities installed, and safety notes. Communicate progress and challenges to the Superintendent and Project Manager. Support project documentation for change orders, delays, or field adjustments. Requirements

  • Minimum 5–10 years of pipeline construction experience with at least 3 years in a foreman or lead position.
  • Preferably with large-diameter water transmission mains, treatment plant piping, or municipal utility work.
  • Ability to read and interpret civil drawings, pipe profiles, and specifications.
  • Knowledge of trench safety, shoring systems, and confined space requirements.
  • Experience with both open-cut and trenchless pipeline methods.
  • Familiarity with hydrotesting, chlorination, and dechlorination procedures.
  • OSHA 30 or equivalent safety training.
  • Competent Person (Excavation/Trenching).
