About The Position

The 340(b) Program Analyst assists and supports 340(b) program Coordinator in the management of CHOP's 340(b) drug discount program for all qualified entities within the organization, inclusive of hospital, Home Care & Specialty, retail, and contract pharmacies. Responsibilities include oversight of drug purchasing and inventory processes, dispensing patterns, monthly reporting on savings opportunities, split billing software maintenance, 340B Third Party Administrator oversight, contract pharmacy agreements and all areas of program compliance. Collaborates with leadership team to plan, organize and operate the program under regulatory guidelines. As a member of the Pharmacy Business Operations Team, the 340B Program Analyst collaborates with pharmacy leadership across pharmacy operational areas including Hospital, Retail, Home Care & Specialty and contract pharmacy. The 340B Program Analyst analyzes and reports both compliance and financial performance metrics to track progress on achievement departmental and organizational goals. Three primary objectives or goals include: Compliance Supports the 340B Program Coordinator to ensure the use of 340(b) throughout the institution is fully compliant with all federal regulations and related interpretations for the program. Maximize Participation - Analyzes data to identify optimization opportunities to ensure the institution is achieving maximum utilization of 340(b) pricing through full participation in all qualified areas with all applicable products, including contracts, to insure greatest cost savings returns throughout the institution to support optimal financial performance across the Pharmacy enterprise. 340(b) Program Maintenance - Assures that all policies, procedures are current, and related approaches to 340(b) include the most efficient use of manpower, resources, and other costs of managing, monitoring, and fully participating in the program

Requirements

  • Bachelor's Degree Finance, Business or Accounting Required
  • At least one (1) year finance, accounting or audit experience Required
  • Organizational skills to meet deadlines
  • Experience/skill with Personal Computers
  • Experience/skill with spreadsheets and other accounting applications (Excel, Access, PowerPoint, Crystal Reports)
  • Excellent communication skills to include oral and written comprehension and expression.
  • Ability and willingness to exhibit behaviors consistent with standards for performance improvement and organizational values
  • Ability and willingness to exhibit behaviors consistent with principles for service excellence.

Nice To Haves

  • At least three (3) years finance, accounting or audit experience Preferred
  • At least one (1) year of 340B related experience Preferred
  • Experience in a health care setting preferred

Responsibilities

  • Serve as an institutional compliance resource on 340(b) regarding qualifications to the details, operational processes, contractual agreements, and policies and procedures.
  • Routinely monitor PHPC and Office of Pharmacy Affairs (OPA) publications and websites as well as the professional media, literature, and peers to assure the institution has the latest information regarding interpretations, rulings, suggestions, and advanced ideas for improving participation
  • Reviews and monitors all points of service where 340(b) participation occurs to ensure Program compliance and recommendation of required changes.
  • Monitors routinely and analyzes pharmacy utilization records, 340(b) purchasing accounts to insure software or tools are working properly and accurately, performing audits or compliance assessments internally as needed; also participates in external compliance assessments where appropriate with outside firms to validate internal processes
  • Monitors routinely and analyzes purchasing records for each cost center where 340(b) accounts to insure the GPO exclusion rule is followed and that cherry-picking either by area, patient, or drug is not occurring.
  • Develops and monitors routinely monthly and annual reports on 340(b) participation which clearly documents utilization, savings, problem areas and exceptions or discrepancies, to be passed to pharmacy leadership and administration
  • Communicates any questions, issues, or discrepancies with the appropriate authority, either via PHPC, or directly to OPA leadership or staff
  • Routinely monitors all areas of 340(b) outpatient use and works with pharmacy purchaser and pharmacy leadership to ensure maximum participation regarding:
  • Ensure use of 340(b) priced products in all qualified outpatients where available and appropriate therapeutic or generic choice
  • Monitors for 340(b) pricing exclusions or shortages and establish appropriate alternatives products that are included where possible, including work with medical staff and formulary to assure proper position and related use
  • Monitors all outpatient points of service to continually look for additional qualified areas where 340(b) may be used.
  • Reviews 340(b) account records for exceptions, drugs required to be purchased at WAC, etc., then consider possible alternatives to become standard practice
  • Participates with prime vendor(HPPI) and reviews routinely 340(b) formulary pricing, potential alternatives, and possible additional savings as a result of GPO formulary
  • Standardizes formularies between areas and institutions to achieve maximum 340(b) participating and savings
  • Maintains policies and procedures for 340(b) that ensure productivity and efficiency so that long-term management of the program does not hamper operations and/or create unnecessary costs.
  • Maintains the CDM/crosswalk for new products, product changes, etc. to insure both the accuracy of the utilization report and the efficiency and accuracy of the charge process
  • Performs a thorough review of the new 340(b) pricing list, searching for costly changes to be detected quickly and addressed quarterly
  • Performs audits or compliance assessments of specific areas and specific products to ensure the CDM, the charges are passes to accounting and that the utilization numbers are translating accurately into the report for 340(b) reorders
  • Monitors routinely and analyzes data and related reports from each participating area or entity to ensure consistent processes are followed and to continually improve related policies and procedures for 340(b) throughout the institution
  • Communicates with all staff involved with 340(b) to ensure processes remain efficient and to address any problems or suggestions for improvement; also establishing a clear way for them to communicate to the coordinator any concerns or problems at any time
  • Participates in Quarterly Oversight Committee meetings as well as semi-annual Steering Committee meetings
