BASIC PURPOSE: Performs functions to manage and participate in the implementation of Concord’s Public Housing Authority (“PHA”) marketing and business plan for one or more properties, tracks and reports on results against plan, leases properties, participates in lease renewal and recertification process as needed, working within the limits of established policy. The position would float between communities as requested within a specified regional portfolio with specific PHA related responsibilities.

Requirements

  • Thorough knowledge of a specialized or technical field, such as business administration, real estate, tax credit leasing requirements, and property management.
  • Broad specialized training equivalent to two years of college.
  • Over three and up to five years to become familiar with company procedures and policies and related property leasing and resident services issues.
  • Ability to speak, read and write English for safety and productivity reasons.

Responsibilities

  • Responsible for all aspects of leasing and marketing to prospective HCV residents and tracking their progress.
  • Monitors site team performance to verify current policies are being followed.
  • Provides feedback to the appropriate supervisors as needed.
  • When assisting with leasing at a site, walks the marketing path and the available units, makes adjustments or reports on elements that are unsightly or are in need of repair.
  • Meets with prospects referred by the PHA offices and refers prospects to sites with vacant units.
  • Monitors the [email protected] email address and responds to leads and inquiries timely.
  • Refers prospects to sites with vacant units.

  • When needed, determines for which program referred prospects will qualify based on number of persons in household and income levels.
  • Shows available units, amenities, and features, and communicates the benefits of residency, rent and deposit information.
  • When needed, takes applications, initiates file, and ensures that all documentation is provided for certification process including birth certificates, employment, pay, and bank account verifications.
  • Expedites missing items as required.
  • Ensures that applications and required documents are complete, verifies that information provided is consistent with validated data, and that all elements are prepared in compliance with policy, statutory, and tax credit requirements.
  • Enters all required information into computer system.
  • Issues documentation for approval by File Review Department and works with prospective residents to respond to inquiries and resolve related issues.
  • Coordinates with the onsite teams to determine inventory that is available for move in and validate information in computer system with Community Director to verify availability of inventory.
  • Assigns units based on inventory and qualifications and notifies potential residents of acceptance of application.
  • Prints and executes leases and related documents.
  • Collects fees, deposits and rents as needed.
  • Inspects assigned units with resident at move in and document requirements for repair.
  • Issues keys and amenity passes, and explains requirements, rules, and regulations to new residents.
  • Implements, and participates in programs designed to promote assigned property in the community.
  • Assesses comparable prices, specials, and amenities.
  • Communicates with local PHA offices and other housing assistance providers.
  • Recommends the implementation of creative marketing opportunities and assists with the execution of approved marketing campaigns.
  • Monitors and recommends modifications in incentives as required to maximize revenue and meet occupancy and financial goals.
  • Tracks and reports on periodic progress against leasing plan and expenditures budget, explains variances, and recommends action to be taken to ensure that actual revenues and expenses are consistent with plan.
  • Prepares, updates, and issues forecasts.
  • Provides resident services, responds to inquiries and enters work orders in computer system.
  • Tracks and discharges completed work orders in computer system and files hard copy documentation.
  • Responds to complaints from residents and works with staff and Community Director to ensure appropriate resolution and satisfaction.
  • Communicates with residents regarding renewal of leases and recertification of eligibility.
  • Explains requirements, collects and validates documentation, and prepares forms to process and files renewals and recertifications in compliance with policy and statutory requirements.
  • Responds to HCV resident complaints associated with community issues.
  • Investigates, and facilitates resolution between the site team and VRD.
  • Monitors AffordableHousing.com accounts to ensure adequate listings are posted and are up to date.
  • Responds to and tracks all inquiries from AffordableHousing.com and forwards leads to the community or communities with relevant availability.
  • Follows up with these leads to determine results of contact with the community.
  • Works with the Concord PHA Team to develop and recommend strategies for generating leads and retaining HCV residents.
  • Works with PHA Ambassadors and Caseworkers to serve as an ambassador of Concord.
  • Walks units prior to PHA inspections to monitor conditions and ensures that units meet the safety, sanitary, and aesthetic standards if requested.
  • Ensures move in processes are followed to assist in mitigating rent abatement.
