About The Position

The PH Disease Intervention Spec I position supports the Communicable Disease Branch in a field‑based, multi‑county capacity, conducting investigations to identify and locate sexually transmitted disease (STD) and HIV case suspects, contacts, and associates to ensure rapid examination and treatment. This role manages interviews, counseling, and partner services; explains disease processes, treatment, prevention, and legal requirements; and analyzes epidemiologic information to prioritize follow‑up. The position provides education, consultation, and technical assistance to local health departments and private providers on interview techniques, records, treatment procedures, specimen collection, quality control, and related diagnostic activities. This position is based out of the Raleigh Regional Field Services Office in Wake County and requires routine travel across assigned counties to deliver timely public health interventions.

Requirements

  • Bachelor’s degree from an appropriately accredited institution OR An equivalent combination of education and experience.

  • Proven proficiency performing client interviews and documenting case‑related information with consistency and accuracy, including direct counseling on disease processes, treatment expectations, prevention strategies, and legal reporting requirements.
  • Hands‑on experience interpreting epidemiologic information to determine case follow‑up priorities and guide investigation sequencing using established public health protocols.
  • Documented practice delivering technical assistance to local health departments and private providers on interview techniques, record handling, treatment procedures, specimen collection, and quality‑control processes.
  • Adept with performance of diagnostic support tasks, including phlebotomy for suspected cases, while maintaining accurate tracking and timely referral processes during field-based outreach activities.

Responsibilities

  • Conduct field investigations to identify and locate high‑priority STD/HIV case suspects, contacts, and associates to facilitate prompt examination and treatment.
  • Interview clients to obtain case‑related information and document findings to support case management and follow‑up actions.
  • Explain disease processes, recommended treatments, prevention strategies, and applicable legal requirements to clients and partners.
  • Analyze epidemiologic information to determine need and priority for follow‑up, focusing resources on cases with greatest public health impact.
  • Provide education, consultation, and technical assistance to local health departments and private providers on interview techniques, record management, treatment procedures, specimen collection, quality control, culture preparation, and interpretation.
  • Perform diagnostic support activities, including phlebotomy for suspected cases, in accordance with program protocols.
  • Deliver HIV partner notification, counseling, risk‑reduction education, and referrals; assess needs for ongoing support services and conduct follow‑up.
  • Establish and maintain effective working relationships with the medical community and community stakeholders to coordinate investigation and treatment efforts.
  • Present informational and educational programs to enhance awareness and adherence to STD/HIV prevention and control practices.
  • Travel across assigned counties, using a field‑service workflow based out of the Raleigh Regional Office, to deliver timely outreach and case follow‑up.
