ESSENTIAL JOB FUNCTIONS: Manages the discovery of all businesses within the county using all available sources, including but not limited to: real property appraisal reports and Property Record Cards; state, county and city business license and sales tax accounts; telephone directories; news media; and physical canvass and maintains an accurate listing; conducts field, desk, and phone audits. Gathers, analyzes and calculates market values of business personal property. Trains, assigns, and directs the work of personnel; implements current and new policies and procedures. Oversees and manages the business personal property work processes. Develops, compiles, and analyzes business personal property data. Ensure that an accurate listing of all businesses within the taxing jurisdiction is compiled and maintained. Responds to questions from taxpayers and others regarding audits and appraisals. Compiles data and prepares monthly reports for the Alabama Department of Revenue. Ensures that each business is mailed a Business Personal Property Return for filing by December 31st of each year. Ensures that all businesses whose value increased receives a valuation notice. Ensures that all Abated Industrial Accounts receive a valuation regardless of increase, decrease or the Fair Market Value staying the same. Conducts Personal Property studies. Submits reports of studies to the Alabama Department of Revenue for approval; defends assessments before the Board of Equalization and Courts; conducts informal hearings with taxpayers. Conducts telephone audits, physical inspection audits, detailed onsite audits, and detailed desk audits. Manages complex business personal property accounts. Estimates both delinquent and current accounts as needed. Operates a computer and software such as databases, spreadsheets and word processing as needed to compile and analyze data. Communicates orally with individuals such as co-workers, taxpayers, taxpayer agents, government officials and attorneys in order to provide and obtain information. Attends required meetings, conferences, workshops, training sessions, educational classes and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas. Maintains class requirements for the Alabama Certified Appraiser certification program. Responds to citizens' questions and comments in a courteous and timely manner. Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities. Performs other related duties as assigned.
