Join our Raleigh Water mission as the Performance & Quality Assurance Manager! This position oversees the Performance & Quality Assurance program, providing leadership, guidance, and consulting services in Raleigh Water on strategic planning, performance management, data analytics, and organizational and process improvement activities. Work involves supervising several others on the team with responsibility for directing assignments. In addition to working closely with Department leadership to set goals, you will respond to operational concerns and solve complex problems by facilitating consensus-building among stakeholders. This position oversees work on major projects, including implementation of the department's Business Plan, business processes, and departmental process improvements. Our ideal, successful candidate will demonstrate enthusiastic desire and capability to continuously improve the functions and services of the Raleigh Water Department.

  • Supervises program staff, manages work plans, and provides leadership and staff training
  • Participates in research and analysis projects to develop sustainable, repeatable, and quantifiable business process improvements
  • Manages and oversees business plan initiatives and performance improvement by developing initiatives and coordinating and conducting performance review meetings
  • Facilitates cross-functional teams tasked with solving problems that span multiple divisions and/or external stakeholders
  • Improves systems and processes by studying current practices, following industry trends, completing benchmark studies, and designing modifications
  • Prepares technical reports by collecting, analyzing, and summarizing information and trends
  • Conducts systematic and methodical evaluation and analysis of data and facts to inform decision making; makes recommendations to management through presentations or written reports
  • Supports and trains others in continuous improvement practices
  • Establishes and follows guidelines and best practices for analytic development
  • Provides professional support, including research, analysis and providing program/functional expertise related to the City's water, wastewater, collection, and distribution systems
  • Bachelor's degree in accounting, business, finance or other discipline, related to the area of assignment from appropriately accredited institution
  • Five (5) years of progressive related experience, in which, two (2) years should be in a supervisory role
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
  • Knowledge of municipal and/or public utilities services and functions (strongly desired)
  • Experience with business intelligence tools such as Power BI (strongly desired)
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
