The North Carolina Department of Revenue is recruiting for a Payroll Officer in our Financial Services Division. This position is responsible for the professional operation and oversight of payroll related duties as mandated by the state-wide policies and guidelines set forth by the North Carolina Office of the State Controller (OSC). Duties include, but are not limited to: -Proper application, at the agency level, of state-wide payroll policies and the examining and evaluating of technical payroll and human resource actions and their impacts on employee classifications, salaries, withholdings, fringe benefits, and tax implications -Using the Integrated HR/Payroll system for the purpose of budgetary related report generation, analysis, and for the purpose of modification of employee payroll records and data points that impact payroll related outputs -Interpret HR policies and practices that impact employee compensation, such as leave classification, quotas, leveling, shift premium eligibility, and comp/overtime scenarios -Evaluate and solve complex time and payroll matters to predict and manage risk in areas of salary overpayments and underpayments, to administrate employee actions impacting payroll such as leave entries, new hire related HR actions, and employee separation dates -Advise departmental management accurately and decisively, in writing and verbally, on issues impacting payroll or employee compensation -Counsel employees on issues impacting salary, benefits, and other compensations -Present information in a clear, concise manner to management and employees by possessing a strong understanding of payroll policies -Act as a business liaison between OSC, agency HR staff, employees, and Financial Services - Implement internal controls of payroll processes -Manage time entry for temporary employees working for the Department of Revenue - Build trust and relationships with employees, department HR staff, and staff from external agencies -Write procedures related to internal controls, timesheet processing, and HR/Payroll system reporting - Have some technical knowledge of the North Carolina Financial System (NCFS) for the purpose of supporting business needs within Budget Services related to accounts payable
