About The Position

The Payroll Clerk supports accurate and timely payroll processing for over 250 employees and provides general administrative assistance to the HR department. Responsibilities include reviewing and verifying timecards, payroll records, and expense reimbursements; maintaining employee and payroll files; and assisting with HRIS and timekeeping systems. The position requires strong attention to detail, confidentiality, and the ability to manage multiple priorities in a fast-paced environment.

Requirements

  • High school diploma or GED equivalent required. Additional education in a related discipline is preferred.
  • Minimum of two (2) years of experience in bookkeeping, payroll, accounting, personnel or similar experience required.
  • Maintains knowledge of applicable labor laws and regulations pertaining to employment and wage and hour with an understanding of principles and practices of payroll in California.
  • Ability to effectively read and interpret information, present numerical data resourcefully, and skillfully gather and analyze information.
  • Basic recordkeeping skills and strong attention to detail to ensure accurate files and records.
  • Ability to prepare comprehensive reports, forms, correspondence, and other written materials.
  • Strong verbal and written communication abilities; able to convey information clearly and professionally to staff, participants, families, and external partners.
  • Builds positive relationships with diverse populations, including aging and dependent adults, families, caregivers, staff, and community stakeholders.
  • Works effectively as part of a multidisciplinary team demonstrating sound listening skills to receive directions and understand participant concerns; maintains a cooperative and supportive attitude.

Responsibilities

  • Reviews timecards, reviewing for completeness and accuracy; verifying approvals and information for time off and on-call; and monitoring payroll information for leaves of absences.
  • Reviews employee expense reimbursement requests for accuracy and completion.
  • Notifies and reminds employees of due dates for payroll-related activities including timecard completion and approval.
  • Ensures timely and accurate processing of payroll including payroll tax deposits, and benefits and retirement deferrals.
  • Escalates payroll issues to Payroll and Benefits Specialist.
  • Prepares manual checks for employees as needed.
  • Receives and distributes paper paychecks.
  • Collects, maintains, and analyzes information and data using spreadsheets and other software.
  • Establishes and maintains payroll records in appropriate systems using a working knowledge of tax code, labor law, and agency policies and procedures.
  • Completes requests from outside entities related to verifying income and employment status.
  • Pulls employee data and responds to requests for service history, salary, and related information.
  • Respond to and assist with employee inquiries regarding payroll/timekeeping issues, discrepancies, and adjustments.
  • Assists employees and managers with using the HRIS software.
  • Creates and maintains personnel files and the HR department’s general filing system in accordance with record retention requirements.
  • Collects and inputs compliance-related personnel documents.
  • Processes incoming mail, including the HR department’s email address.
  • Responds to inquiries as applicable.
  • Creates, files, and distributes various documents and correspondence as requested by the HR team.
  • Demonstrates behaviors consistent with agency values.
