Founded in 1953, Hudson Valley Community College (HVCC) located in scenic Upstate NY is a multi-campus College with locations in Troy and Malta New York. Payroll Clerk HV-CS-8737 Office of Human Resources and Payroll In order to be considered an applicant for this position you must meet the minimum qualifications as stated in this announcement. Must be either a U.S. Citizen or U.S. Lawful Permanent Resident of the United States. Selected candidates are required to complete a professional reference check and Background check. RESIDENCY REQUIREMENTS: Candidates must have been legal residents of New York State for at least FOUR months immediately preceding the date of the test. Pursuant to subdivision 4a of Sec. 23 of the Civil Service Law, preference may be given to successful candidates who have been legal residents of the municipality to which the appointment is to be made for at least FOUR months preceding the date of the written test. This is a provisional appointment. Selected candidate will need to sit, pass and be eligible on the next available Rensselaer County Civil Service Exam for Payroll Clerk in order to be considered for permanent appointment. DISTINGUISHING FEATURES OF THE CLASS: This work involves responsibility for independently performing a variety of tasks related to payroll preparation and maintenance of time, leave and benefits records. The work requires a thorough understanding of the payroll policies and procedures of the particular governmental agency to which it is assigned. Employees in this class generally follow a prescribed routine and, in most cases, receive only infrequent instructions. Unusual problems or situations not previously encountered are referred to supervisor before action is taken. The work is performed under supervision of a business or finance employee of higher rank with leeway allowed for exercise of independent judgment in carrying out details of the work. Supervision may be exercised over subordinate clerical staff. Does related work as required. Good knowledge of modern methods used in maintaining payroll accounts and records; good knowledge of office terminology, procedures and equipment; good knowledge of business English; ability to understand and carry out oral and written directions; ability to make arithmetic computations rapidly and accurately; ability write legibly; ability to establish and maintain effective working relationships with others; clerical aptitude; mental alertness; a high degree of accuracy; physical condition commensurate with the demands of the position.

Requirements

  • Graduation from high school or possession of an equivalency diploma and two (2) years of experience in maintaining payroll or financial accounts and records.

Responsibilities

  • Prepares bi-weekly payroll including gross and net figures, retirement loans, garnishes, tax sheltered annuities, routine deductions, etc. for all employees.
  • Adjust salary figures for individual employees based on hours worked, and in the case of teachers, on credit hours and degrees earned.
  • Works closely with the data processing department regarding adjustments in computer printed check amounts.
  • Prepares confidential source data related to salaries and fringe benefits to aid administrators in contract negotiations.
  • Makes appropriate payroll changes regarding deductions for data processing unit check preparation.
  • Adjusts annual salaries for personnel based on contract provisions.
  • Verifies and distributes salaries to appropriate accounts, draws checks from control accounts and deposits correct amounts to trust and agency accounts in various banks.
  • Types checks and transmits reports.
  • Processes a variety of transactions involving deduction changes such as retirement, health insurance, social security, etc.
  • Verifies payroll checks with recap sheet to ensure amounts are correct.
  • Responds to inquiries from internal and external parties concerning payroll and related personnel matters.
  • Maintains teaching and non-teaching employee sick, annual and personal leave Records.
