Job Summary The HR Payroll Administrator plays a critical role in supporting Mesa’s employees by ensuring payroll is processed accurately, on time, and in full compliance with all applicable federal, state, and local regulations. This role supports both Payroll and Human Resources functions and serves as a key partner to HR, Accounting, and leadership. The HR Payroll Administrator upholds Mesa’s ADAPT values in all aspects of the role by proactively addressing payroll issues, following disciplined processes and internal controls, taking ownership of payroll accuracy and data integrity, maintaining high standards of service, and handling sensitive employee and payroll information with discretion, integrity, and professionalism.

Requirements

  • High School or GED
  • 2 years of experience in managing end-to-end payroll processing and ensuring compliance with statutory regulations in multi-state payroll experience.
  • Knowledge of multi-state payroll processing for hourly and salaried employees.
  • Knowledge of FLSA, state wage and hour laws, wage payment timing requirements, and payroll compliance standards.
  • Knowledge of off-cycle payrolls, final pay requirements, and applicable termination pay laws.
  • Knowledge of payroll tax regulations, tax setup, W-2 preparation, and year-end payroll activities.
  • Knowledge of payroll systems and HRIS platforms (e.g., Paycom), including compensation updates, deductions, garnishments, and reimbursements.
  • Knowledge of timekeeping, leave administration, and benefits deductions, including FMLA, military leave, and unpaid leave.
  • Knowledge of internal controls, approval workflows, audit requirements, and segregation of duties within payroll operations.
  • Knowledge of record retention, data privacy, and confidentiality standards for employee and payroll records.
  • Knowledge of BLS reporting and payroll-related reporting requirements.
  • Skill in accurate and timely processing of bi-weekly and off-cycle payrolls in a multi-state environment.
  • Skill in reviewing, auditing, and reconciling payroll inputs, including timecards, pay rate changes, bonuses, stipends, reimbursements, and deductions.
  • Skill in maintaining a minimum payroll accuracy rate of 99% through quality control and attention to detail.
  • Skill in researching, analyzing, and resolving payroll discrepancies in a timely and professional manner.
  • Skill in manual check preparation, ensuring proper approvals, documentation, and audit trails.
  • Skill in preparing payroll reports for HR leadership, Accounting, Finance, and compliance purposes.
  • Skill in using payroll systems to manage tax setup, employee changes, terminations, and compensation updates.
  • Skill in cross-functional collaboration with HR, Accounting, and Finance partners.
  • Skill in clear, professional communication regarding payroll deadlines, approvals, corrections, and compliance requirements.
  • Skill in prioritizing tasks and meeting deadlines in a fast-paced payroll environment.
  • Ability to maintain strict confidentiality of employee, payroll, and company information at all times.
  • Ability to exercise sound ethical judgment when handling sensitive data and accessing compensation information.

Nice To Haves

  • Preferred 4 Year / Bachelors Degree in HR, Accounting, or Business from an accredited university.
  • 4 years of experience in managing end-to-end payroll processing and ensuring compliance with statutory regulations with multi-state payroll experience.
  • 3 years of experience supporting accurate payroll operations, tax compliance, and employee records management.
  • Honorably discharged service veterans are preferred.
  • Preferred PHR certification

Responsibilities

  • Process bi-weekly payroll for hourly and salaried employees across multiple states.
  • Process off-cycle payrolls, including final paychecks for terminations, in accordance with applicable state wage payment laws.
  • Prepare and issue manual checks when required, ensuring proper approvals, documentation, and audit trails are maintained.
  • Review and audit timecards, pay rate changes, bonuses, stipends, reimbursements, and deductions to ensure accuracy and compliance.
  • Maintain accurate payroll records, including wages, taxes, benefits deductions, garnishments, and leave codes.
  • Maintain a minimum payroll accuracy rate of 99%, measured by error-free payroll runs and timely correction of discrepancies.
  • Ensure payroll practices comply with FLSA, state wage and hour laws, and Mesa policies.
  • Research and resolve payroll discrepancies in a timely and professional manner.
  • Prepare payroll reports for HR leadership and Accounting.
  • Support year-end payroll activities, including W-2 preparation and audits.
  • Assist with internal controls and audit documentation related to payroll processes.
  • Monthly BLS Reports
  • Any project directed by the HR Employee Manager or HR Supervisor
  • Tax set-up for new hires, terminations, job changes, and compensation updates in Paycom.
  • Maintain employee records in compliance with Mesa’s record retention and confidentiality standards.
  • Support benefits administration by ensuring accurate payroll deductions and timely updates.
  • Assist with tracking and coding of employee leave (FMLA, military leave, unpaid suspensions, etc.).
  • Provide administrative support for HR initiatives, compliance reporting, and employee inquiries as assigned.
  • Partner closely with Accounting and Finance to ensure payroll accuracy, reimbursements, reconciliation, and reporting.
  • Collaborate with HR team members to support onboarding, offboarding, and employee lifecycle processes.
  • Communicate with supervisors and managers regarding payroll deadlines, approvals, corrections, and compliance requirements.
  • All other duties assigned.
