About The Position

Patriot Subject Matter Expert will: Capture, and document user required capabilities and capability gaps for input into Initial Capability Production Documents (ICD), Capability Production Documents (CPD) and/or other required JCIDS documents as required to support future Patriot and Lower Tier efforts. Review, analyze, and provide Patriot and Lower Tier subject matter expertise across the DOTMLPF domains. Coordinate potential system development/ improvements with materiel developers, operational units, other CDID directorates/ COE’s, Test Officers, HQDA Staff, and DOD Staff to ensure Patriot and Lower Tier products meet user requirements and provides needed capabilities for future force structures. Monitor and submit recommendations on behalf of current and emerging requirements/technology for concept development of future Patriot and Lower Tier capability. Assist with and recommend, develop/update associated TTPs and review applicable Air Defense Artillery/ Fires manuals with the Directorate of Training and Doctrine (DOTD) and FCOE staff to ensure the latest capability/ configuration updates are prepared for inclusion in relevant manuals and doctrine. Support the development of proposed future concepts and studies for Patriot and Lower Tier programs and support tests, VAL/VERs and experiments involving the system; provide subject matter expertise, capture and document results that impact the Soldier and Patriot organizations; provide trip reports within 72 working hours of completion for Tests, exercises, and experiments. Track and recommend changes to the Army force structure, provide input into future Basis of Issue Plans (BOIP), Army Acquisition Objectives (AAO), and Force Design Updates (FDU) affecting Patriot and Lower Tier efforts. Develop monthly or as requested, activity reports for use by TLLM, CDID, and FCoE leadership. Provide recommendations and support to update applicable portions of all briefings for presentation internally and externally to Materiel Developers, ARMY, DA and DOD visitors, representatives, other individuals and organizations as necessary. The personnel shall prepare fact sheets, talking papers, decision papers and other Patriot or Lower Tier program related documents as required. Coordinate, review, and provide subject matter expertise in the areas of Soldier Training Publications, System Training Plan (STRAP), Institutional Training Base and Unit Level Training Support, New Equipment Training (NET), Training Aids, Devices, Simulations, and Simulators (TADSS), Human Systems Integration and Individual/Collective Task Development. Be able to support file management and file sharing skill sets in support of developing long term continuity of information. Personnel must also understand weapon system security classification guide use and application.

Requirements

  • Possess a bachelor’s degree. Education requirement equivalency is met with a high school diploma and five year’s military/federal government (DoD) work experience or an associate’s degree and three year’s military/federal government (DoD) work experience. Work experience documented for educational equivalency cannot count toward operational experience.
  • Have at least ten years’ cumulative operational experience in Air Defense Artillery. Operational experience includes military, combat development, materiel development, or training development assignments.
  • Shall possess a SECRET security clearance or the ability to obtain one.
  • Have knowledge of ADA doctrine, weapon systems and organizations (knowledge reflects ten years’ minimum cumulative ADA experience). Possess general background experience and knowledge base in Patriot training, defense design planning, tactical and maintenance/logistic operations
  • Have Two years’ experience in the development, review and staffing of ADA related documents and publications.
  • Possess the ability to effectively communicate ideas in writing and orally articulate thoughts to support the development of DOTMLPF products and the development of Army and Fires concepts, doctrine and tactics, techniques and procedures (TTPs). These abilities must be conveyed in writing within the proposal through identification of education, publications, public speaking etc. which clearly demonstrates the required skills.
  • Have A minimum of 2 years’ demonstrated experience working or supporting an ADA program/product/project office or combat development organization as a government civilian, military service member, or DoD funded System Engineering and Technical Assistance (SETA) contractor. This experience must be documented and included in the proposal.
  • Have a minimum of 2 years’ experience in conducting meetings, leading discussion groups, briefing senior leaders audiences, effectively communicating conceptual ideas in writing, and orally articulating thoughts to support the development of Army and Fires concepts, doctrine and tactics, techniques, and procedures (TTPs) IAW Army Regulation (AR) 25-50, “Preparing and Managing Correspondence” (17 May 2013) and Field Manual (FM) 6-0, C2, “Commander and Staff Organization and Operations” (22 April 2016).
  • Have a minimum of two years’ experience in the basic Adobe Acrobat and Microsoft office suite of applications (Word, Excel and PowerPoint).
