About The Position

The Partner, People Operations & Compliance ensures the accuracy, efficiency, and compliance of people processes and systems. This role manages the operational backbone of People & Culture, including Human Capital Management (HCM), payroll, benefits support, onboarding/offboarding logistics, and compliance requirements.

Requirements

  • Leadership through influence and rapport building. Ability to collaborate with others, listen to and recognize different perspectives.
  • 2 years of experience in payroll and benefits.
  • Experience in resolving complex challenges within the workplace, working knowledge of or ability to gain an understanding of multiple human resource disciplines, including payroll, benefits, and federal and state respective employment and leave-related laws.
  • Understanding of HR compliance (FMLA, wage/hour, I-9, etc.)
  • Working knowledge of and practical experience of people database and human capital management systems.
  • Excellent verbal and written communication skills - able to communicate with a diverse population in a consistently informative, respectful, and professional manner. Able to communicate effectively via email, Teams chat, in person, in group or one on one meetings.
  • Able to exercise sound judgment and maintain a professional demeanor during all interactions with the public, partner agencies, donors, staff, and volunteers.
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
  • Ability to acquire a thorough understanding of the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.

Responsibilities

  • Process payroll, including bi-weekly and semi-monthly updates to employee files, bonus/incentive pay, tracking vacation/sick pay, importing expense reimbursements and receivables, inputting exceptions, hourly employee validations, and benefit changes.
  • Reconciliation of monthly benefit enrollments and invoices, providing documentation to Finance as necessitated by vendor processes.
  • Provide secondary support for leave administration (FMLA, PLO, ADA, state leaves).
  • Support annual Open Enrollment activities including, but not limited to: renewal meetings, staff presentations, benefit fairs and orientation meetings with individual employees.
  • Monitor and update human resources capital management solution, including all modules.
  • Identify and address areas for process improvement and operational efficiencies.
  • Recommend security and organization solutions to support end-to-end business processes.
  • Works closely with IT and HCM representative(s) to create and maintain system configuration including business process workflow, custom fields, custom validations, custom reports, dashboards, integrations, and access rights.
  • Create and update HCM user documentation and guidelines and support content for HCM training.
  • In partnership with leaders and the team, develop and monitor dashboards, metrics and automated data feeds and reporting.
  • Manage the data integrity of the HCM system and provide analytics and reports to management and P&C partners.
  • Manage onboarding and offboarding logistics (background checks, I-9s, system setup/termination) in collaboration with Partner, Employee Relations & Experience.
  • Support data gathering and submission for both internal and external employee audits and surveys.
  • Audits: Workers Compensation, 5500, Annual Audit, OSHA Reporting, I9
  • Surveys: Benefit and Compensation
  • Ensure compliance with employment laws, policies, and required documentation.
  • Support annual (year end and new year) payroll, benefits, and P&C related activities; including annual W-2 review and distribution, retirement plan, and other compliance requirements.
  • Conduct monthly routine audits of personnel files, HCM data and compliance records.
  • Generate, analyze, and distribute regular P&C KPI reports to track workforce trends, support data-driven decision-making, and provide insights on areas such as turnover, engagement, and performance.
  • Maintain accurate P&C metrics dashboards and KPI reports, ensuring leadership has timely visibility into key people data to drive strategic initiatives in conjunction with Specialist, Volunteer Engagement.
  • Respond to requests for employee information such as: employment verification, unemployment claims, state and federal request for information, and others.
  • Assist with P&C projects, process improvements, and system implementations.
  • Drafts and revises policies, manuals and procedures, especially OHS Employee Handbook.
  • Develop and maintain P&C forms, templates and SOPs.
  • Act as backup for the Partner, Employee Relations & Experience.
  • Other duties as assigned.
