About The Position

Requirements

• Knowledge of: Modern trends, methods and procedures of Parks and Recreation facility planning and development; federal, state, and local environmental and land use issues and ordinances applicable to parks and recreation; state and federal guidelines for grant administration; basic architectural and structural engineering principles and methods; principles and practices of arboriculture; contemporary trends in park planning and development and landscape architecture; federal and state law of municipal government organization and functions; and legal terminology related to development documents
• Skill in: Communicating clearly and effectively, both verbally and in writing, in both formal and informal settings; reading and interpreting blueprints, plans and specifications; planning, organizing, coordinating, and directing complex projects; operating a computer, standard Windows operating system software, and some specialized software and applications; maps and plats; and establishing and maintaining effective working relationships Prefer skill in BlueBeam and ArcGIS
• Education: Bachelor's degree in Planning, Public Administration, Landscape Architecture, or related field required
• Experience: Four (4) years of experience in facility planning and construction, particularly parks and recreation facilities, construction project management and/or construction administration required, including one (1) year of supervisory experience
• Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above specified education and experience requirements
• Licenses and Certifications: Valid driver's license
• Conditions of Employment: Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
• Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field, including traversing uneven terrain; finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; occasionally bending, stooping, kneeling, reaching, pushing, and pulling drawers open and closed to retrieve and file information; and may be required to lift, carry, push, and pull materials and objects weighing up to 25 pounds
• Employees work in the office and field respectively When working in the field, incumbents may be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, and mechanical and/or electrical hazards Employees may interact with upset staff and/or public and private representatives when interpreting and enforcing departmental policies and procedures

Responsibilities

• Supervises, hires, trains, and evaluates the performance of professional assigned staff within the team; makes hiring, dismissal, and disciplinary recommendations; ensures employee compliance with city policies; maintains staff work programs to include staff assignments, benchmarks, and procedures for completing team activities
• Serves as the project manager for the planning, design, and/or construction of Parks and Recreation Capital Improvement Program projects
• Manages and coordinates the activities, best management practices, and ordinance compliance of designers and/or contractors in the creation and execution of construction plans
• Develops, implements, and monitors professional services and/or construction contracts for Parks Community Investment projects; serves in departmental lead role for MasterWorks
• Evaluates Park and Recreation managed properties; recommends improvements and budgets to such properties and facilities, either as part of a Master Plan process or as a part of the Capital Improvement Program budget process
• Implements the proper city purchasing and contracting processes to administer construction bids and evaluate construction design consultants
• Prepares and/or delivers formal presentations to the Park and Recreation Planning Board and other boards, commissions, and citizen organizations
• Develops general provisions, standard details, and technical specifications related to Parks and Recreation Capital Improvement Program projects to ensure that city standards are consistent with normally accepted construction practices and procedures; resolves planning, design, and/or construction problems to ensure compliance to city standards
• Negotiates contracts and contract modifications along with change orders with consultants and/or contractors as appropriate
• Reviews plans to ensure compliance with Parks, Planning and Zoning, Engineering, and other applicable ordinances Facilitates plan reviews and submittals for approval by other city divisions, boards, and commissions
• Develops and facilitates community outreach for new park projects and renovations to define community needs, solicit feedback, and gain project support; responds to inquiries and complaints; prepares news briefs; responds to media inquiries
• Creates City Council agenda items; drafts resolutions, agreements, memorandums of understanding, and other documents for the City Council's consideration
• Supervises the collaboration or directly collaborates with various internal and external stakeholders to implement the Plano's Park and Recreation system initiatives
• Oversees special team projects both within and between departments; manages and participates in the preparation of special reports and studies; provides opportunities for public involvement when appropriate
• Oversees the team's development of engagement materials for neighborhood outreach to promote community awareness of projects; supervises team efforts in outreach efforts
• Oversees the development and compilation of information from engagement efforts and other research for park project renovation strategies or as a general resource for park planning
• Evaluates problems directed through citizen complaints, city department, city official and division requests, or personal observations and oversees the resolution to the problems
• Attends meetings for department, public, boards and commissions, and City Council when necessary
• Researches and prepares grant applications; manages grant funding
• Provides general customer service; responds to concerns and inquiries
• Assists other team members within the division and department as needed
• Regular and consistent attendance for the assigned work schedule is essential
• Performs other duties as assigned
