About The Position

Coordinates with the Superintendent of Paratransit Operations on all issues that pertain to the scheduling of Paratransit and Flex service. Manages the collection and analysis of operational data for scheduling, run cutting, the bidding process, and implementation of run bids Paratransit and Flex services. Tabulates, gathers, and analyzes operational data necessary to evaluate service delivery.

Requirements

  • Associates Degree in a related field or two years of related field experience for each year of college.
  • Five (5) years of related experience and/or four years of analytical data entry experience.
  • A minimum of two (2) years of experience with transit or transportation scheduling, trip booking or dispatching software is required.
  • Position requires nonstandard working hours.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
  • Must be able to obtain a valid Florida Driver’s License within 10 days of hire.
  • Knowledge of Transportation - including public transit and Paratransit experience in the planning/scheduling thereof.
  • Knowledge of Principles, practices, and procedures of public transit / Paratransit routing and scheduling.
  • Knowledge of Relevant bargaining agreements and organizational policies and procedures which govern and impact rostering, run cutting, and the assembly of work assignments and route schedules.
  • Knowledge of Geographical area of City and County; as well as HART schedules and routes.
  • Knowledge of Computer software systems, their applications to batching, Run-Cutting and Customer Service needs. (Trapeze Software, Microsoft Office Suite, Mapping Software)
  • Knowledge necessary to make responsible recommendations that impact the budget.
  • Knowledge necessary to prepare and/or process purchase orders.
  • Knowledge of Rules, regulations, procedures and functions of the Authority.
  • Knowledge of Standard office practices, procedures and equipment.
  • Excellent verbal, written and interpersonal skills with ability to prepare clear and concise written reports.
  • Ability to determine own approach for completing work, given general guidelines.

Responsibilities

  • Designs and implements standard operating procedures regarding computerized software systems for Paratransit and Flex services.
  • Creates the daily manifests for Paratransit and Flex runs using the match and batch modules in Trapeze; confirms resource availability with Dispatch.
  • Supports schedule changes and related Van Operator bids as specified by bargaining agreements and deemed necessary by the Authority, for Paratransit and Flex, to include final rostering, daily run-cutting and creation of work assignments.
  • Using Trapeze, develop, edit, and maintain polygons, maps, and other data features as necessary; set service parameters such as system speed, vehicle capacity, load times, holidays, factor weights, barriers, and run times.
  • Monitors Flex run times and time points through schedule adherence checks from operators. Determine service adjustments based on analysis of manpower, vehicle considerations and financial implications.
  • Conducts a minimum of three general bids within the Van Operations Department each year for Paratransit and for Operator running times for Flex Runs.
  • Creates and maintains subscription trip templates in the database including up to and over 4,000 subscription trips; monitors and maintains subscription templates schedules for changes for holiday, vacation stops, suspensions of service and expired eligibility.
  • Works closely with Dispatch/Operators for service optimization.
  • Plans for new Paratransit and Flex service changes; support service planning for modified or increased services by identifying increased needs for Paratransit resources and the impacts, both financial and capital, to the Paratransit system.
  • Analyzes Paratransit and Flex overall performance for meeting performance standards and recommends improvements that would best serve the Authority and the community.
  • Participates in professional related external organizations and functions.
  • Coordinates with the Director of Van Operations on the preparation of presentations for Route Review meetings.
  • Coordinates joint activities with adjoining transit authorities.
  • Serves from time to time as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned by the Portfolio Steering Committee (PSC) of the agency Project Management Office (PMO). These assignments will implement broad strategic and organizational agency goals.
  • Performs other work-related duties as assigned.
