About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! The Paralegal position performs specialized legal support work under the direct supervision of a Deputy General Counsel. The employee in this role handles complex assignments requiring independent judgment, accuracy, and a thorough understanding of legal procedures involving pro‑se inmate tort claims.

Requirements

  • Graduation from an appropriately accredited institution for paralegal training and two years of experience as a paralegal.
  • Bachelor's degree from an appropriately accredited institution and two years of substantive paralegal experience.
  • High school or General Education Development (GED) diploma and six years of paralegal experience performing delegated, substantive legal work.
  • An equivalent combination of education and experience.

Nice To Haves

  • North Carolina State Bar paralegal certification is preferred
  • Thorough knowledge of case, statutory, and common law
  • Working knowledge of judicial and quasi-judicial procedures and the rules of evidence
  • Experience performing legal research using technology in accordance with preliminary instructions
  • Demonstrated experience in summarizing facts/ evidence/ writing assignments and preparing legal instruments

Responsibilities

  • Coordinating and executing all aspects of pro‑se inmate tort claim settlements, including preparing settlement documents and facilitating approvals.
  • Assisting attorneys with discovery by gathering documents, reviewing materials, and organizing evidence for litigation.
  • Reviewing incoming tort claims, identifying potential agency liability, and flagging cases appropriate for early resolution or settlement.
  • Collaborating closely with staff attorneys, correctional facility staff, and other departmental personnel to ensure timely and efficient processing of tort claim matters.
  • Arranging service of subpoenas, scheduling witnesses, and preparing and organizing supporting documents, exhibits, and evidence.
  • Serving as a primary liaison with the Attorney General’s Office and the Industrial Commission, coordinating case activity, and summarizing communications for the legal team.
  • Maintaining comprehensive case files, tracking deadlines, and ensuring all materials are processed accurately and in compliance with legal and departmental requirements.
  • Exercising substantial independent decision‑making in managing caseloads, where errors may result in significant legal or financial consequences for the agency.
  • Managing high‑volume, detail-oriented legal work in a fast-paced environment.
