About The Position

Under supervision, perform a variety of assignments related to title review and real estate loan closings; analyze and rectify title problems; perform research, investigate facts, and prepare real estate documents; perform general research to assist attorneys regarding legal issues affecting the Agency. Work as a Senior Paralegal will include assisting staff with complex project legal or policy issues, working on complex loan transactions, and monitoring particular loan programs. Performing assignments related to various legal matters. Perform related duties as required.

Requirements

  • Two (2) year college degree from an accredited college or university; five (5) years of relevant experience; or an equivalent combination of education and experience that meets the required knowledge, skills, and abilities.
  • Carries out routine assignments requiring the application of clear and well-established methods, practices and techniques, under supervisory instructions on objectives, limitations, priorities, and deadlines, and is subject to supervisory progress checks and close review of completed work.
  • Collects, verifies, compiles, and summarizes data or information, processes routine actions, and assists higher-level positions in more complex activities.
  • Expected to handle loan closings from commitment through closing under various Agency programs.
  • No later than the six-month anniversary of the employee's start date, Paralegals shall have obtained their notary public. A paralegal will be required to maintain his/her notary public.
  • Knowledge of commercial real estate documents, and closing procedures, including but not limited to municipal land use, construction requirements, and title requirements.
  • Knowledge of corporate/partnership/LLC formation documents and organization structure.
  • Knowledge of tax credit syndications.
  • Knowledge of bond financing requirements for multifamily projects.
  • Knowledge of HMFA program guidelines.
  • Knowledge of HMFA administrative policies.
  • Knowledge of government funding programs.
  • Knowledge of research methods and procedures.
  • Knowledge of Agency governing statutes and regulations
  • Knowledge of applicable Agency loan program guidelines.
  • Ability to communicate effectively, orally, in writing, and to listen actively.
  • Ability to perform financial calculations related to real estate transactions.
  • Ability to organize and accomplish multiple assignments simultaneously.
  • Ability to accurately enter and retrieve computer data.
  • Ability to establish and maintain effective working relationships with staff and the general public
  • Ability to conduct research and prepare accurate, concise, and informative reports and memoranda.

Nice To Haves

  • Paralegal Certification preferred.

Responsibilities

  • Perform real estate loan closings for Multifamily projects under loan programs approved by HMFA, including but not limited to review of commitment and title work, preparation and negotiation of Agency loan documents, resolution of impediments to closing, and conducting of loan closing.
  • Update and revise closing checklists on a “real-time basis” and coordinate loan closings with Agency Staff, outside counsel, title companies, and the Attorney General’s office.
  • Prepare and review loan closing documents, including but not limited to mortgages, notes, deed restrictions, UCC-1 financing statements, assignments of lease, and mortgage modification agreements.
  • Perform sales closings for transfers of ownership of HMFA-financed projects per Agency Regulations.
  • Perform research, provide responses to public information requests, draft memoranda, and prepare documents in connection with workout plans for troubled projects or in connection with research or special projects.
  • Prepare estoppel letters when requested by borrowers or their lenders.
  • Attend meetings within the Agency and participate in conference calls related to Agency projects.
  • Attend seminars and training on new Agency programs as they arise, including CDBG, and on developments in the law regarding real estate issues.
  • Perform related duties as required and complete special projects as assigned by the Director and/or Manager.
