About The Position

Community Solutions seeks an Outcomes and Evaluation (O&E) Manager to lead the development, implementation, and continuous improvement of the agency’s outcomes measurement and evaluation systems. Community Solutions relies on accurate, meaningful data to demonstrate program impact, guide decision-making, and strengthen accountability to staff, leadership, funders, and the communities we serve. This position reports to the Chief Financial Officer and works closely across departments, aligning outcomes and evaluation efforts with the agency’s IT and data systems, which are overseen by the CFO, to support organizational performance and accountability. This role advances the agency’s capacity to integrate programmatic, clinical, and operational perspectives into strategic and day-to-day decision-making. The O&E Manager will oversee high-quality, timely data collection, analysis, and reporting processes and facilitate learning conversations that translate findings into action. By using data to define client success, identify staff and program needs, and support continuous improvement, this position reinforces Community Solutions’ role as a thoughtful and innovative leader in human services. The O&E Manager brings strong conceptual, technical, and coordination skills and communicates effectively with diverse internal and external stakeholders. Working in close partnership with senior leadership, this role is responsible for strengthening performance management and outcomes monitoring systems to improve service delivery and organizational effectiveness. This position is open to a hybrid work schedule and requires that you live within commutable distance to our Gilroy, California headquarters.

Requirements

  • Bachelor’s degree in public health, data science, business administration, organizational development, or a related field required; advanced degree preferred.
  • Minimum of five (5) years of experience conducting or leading evaluation or applied research projects, including managing multiple concurrent projects.
  • Strong ability to interpret, synthesize, and clearly communicate date to diverse audiences.
  • Experience developing logic models, evaluation plans, process maps, sampling frames, and other evaluation design tools.
  • Extensive experience designing, coordinating, and analyzing both quantitative and qualitative data.
  • Solid understanding of statistical analysis methods.
  • Advanced proficiency in Excel and data visualization tools (e.g., Tableau, Power BI).
  • Experience developing and refining survey instruments and measurement tools.
  • Strong understanding of database structure, data integrity, and security principles.
  • Excellent written communication skills, including the ability to produce clear, accurate, and well-formatted reports with minimal supervision.
  • Ability to explain technical concepts to non-technical colleagues and collaborate effectively with senior leadership.
  • Must be able to receive a criminal records clearance as required by specific programs, licensing regulations and Community Solutions practices.
  • Possess a California driver's license, current car insurance, and a good driving record as documented by a DMV report and consistent with the Agency’s liability insurance requirements.

Responsibilities

  • Collaborate with executive leadership to support data-informed decision-making and foster a culture of learning, accountability, and transparency.
  • Lead the development and refinement of the agency's outcomes and evaluation strategy, including: Agency-wide logic models Program and initiative-level evaluation plans Standardized quarterly reporting templates and dashboards Annual evaluation and impact reporting Supporting implementation of the agency's strategic plan through metric development, tracking, and analysis in partnership with the leadership and program teams.
  • Establish evaluation and reporting priorities aligned with organizational goals and funder requirements.
  • Design, oversee, and continuously improve the organization's evaluation systems, including: Refining program-level KPIs and outcome measures Ensuring performance and outcome indicators are accurately configured and maintained in agency data systems Developing data collection methodologies, tools and protocols (e.g., surveys, administrative data, interviews, focus groups, observations) Overseeing data collection from multiple sources and ensuring data quality and consistency Directing data analysis and synthesis to produce clear summaries of key findings Identifying gaps in data collection methods and recommending practical improvements
  • Lead preparation of the data and reporting processes on the organizations' Annual Evaluation Report and support grant-and contract-related reporting requirements.
  • Facilitate "data-to-action" learning sessions with staff to identify opportunities for improvement, sustainability, and innovation.
  • Communicate evaluation findings and insights to internal and external stakeholders.
  • Model and actively promote Community Solutions' values of hope, kindness, equity, belonging, and collaboration in all interactions and work practices.
  • Build effective working relationships with internal team members and external partners.

  • Respond to phone calls and emails within 24 business hours and resolve issues using a solutions-focused approach.
  • Complete all required trainings and perform other duties as assigned.
