About The Position

PHMC, a non-profit public health institute, serves as the intermediary entity for the City of Philadelphia Department of Human Services' Out of School Time Project (DHS OST) and the Mayor's Office of Education Extended Day/Extended Year Initiative (MOE EDEY). In this role, PHMC manages a citywide contract with approximately 160 programs and provides program monitoring and support, contract oversight, data management, and fiscal oversight. Combined, these two programs support approximately 9,500 youth in grades K-12 through after-school, before-school, and summer programs throughout the city of Philadelphia. The project aims to provide high-quality out-of-school-time programming to improve life skills, increase academic engagement, expand enrichment opportunities, and prepare youth for higher education and employment. The OST Special Projects Manager serves as the Project Manager for a variety of existing and new projects and services in support of DHS OST and MOE EDEY initiatives within the OST Intermediary program. The Special Projects Manager (OST) reports to the Senior Operations Manager for the OST Intermediary. The position is full-time, 100% FTE. The position operates from PHMC's main offices at 1500 Market Street, Philadelphia, PA, though this position requires travel throughout Philadelphia.

Requirements

  • Proficiency in project management and child and youth services program administration.
  • Solid understanding of regional and city-wide Out of School Time programming and Youth Services goals and objectives, or an ability to acquire this knowledge.
  • Ability to work independently and also to effectively function as a member of a team.
  • Ability to facilitate coordination of multiple tasks and manage a variety of projects simultaneously.
  • Strong attention to detail.
  • High level of proficiency with Microsoft Office (Word, Excel, PowerPoint) and other technological applications that support program and project management.
  • Excellent written and verbal communication skills.
  • Strong public speaking and interpersonal skills.
  • Demonstrated ability to communicate with diverse audiences; the ability to organize and maintain complete, accurate, and accessible files and records, and the ability to meet deliverables independently.
  • Minimum of 5 years work experience in Program Administration, Early Childhood Education, Out of School Time/Youth Services programming, Child Care, Human Services Program Management, or a related field.
  • Bachelor's degree in education, social services, public administration, public health, or related field

Responsibilities

  • Support the Senior Operations Manager with the development, implementation, and management of CDFS projects, programs, and services.
  • Ensure that project scopes of work and work plans are in alignment with departmental requirements, goals, and objectives.
  • Determine the resources (time, money, equipment, etc.) required to complete assigned OST projects.
  • Review and monitor project timelines with senior management and all other staff involved in project activities.
  • Determines the objectives and measures upon which the project will be evaluated at its completion.
  • Ensure project objectives and measures are in alignment with departmental goals and objectives.
  • Manages the day-to-day activities of various OST projects, programs, and services, including staff supervision.
  • Monitor and report on project performance, activities, and project timelines to demonstrate that project activities are on target.
  • Act as a resource by developing and implementing communication strategies to ensure all OST project and program stakeholders have up-to-date and accurate information about various OST project components.
  • Coordinate meetings with various OST project, program, and service stakeholders in and out of the region.
  • Works with the Senior Operations Manager to develop funder reports for assigned OST projects.
  • Effectively manage program timelines to ensure timely completion of program deliverables.
  • Collaborate with PHMC Communications staff on the development of promotional materials, website, press releases, etc.
  • Develop content for informational and promotional communications, including newsletters and e-blasts.
  • Reflect on data and information and make recommendations to improve the satisfaction of the OST community as it relates to various OST projects, programs, and services.
  • Serve as programmatic liaison for both internal and external partners.
  • Other duties as assigned.
