About The Position

As an OSP Engineering Manager for the Hunter Communications Engineering team, we are looking for a highly skilled OSP Manager to oversee the planning, implementation, and management of OSP engineering and construction projects. The ideal candidate will have in-depth knowledge of OSP processes, including network design, construction, and maintenance. This role requires technical expertise, leadership, and the ability to collaborate with cross-functional teams to ensure project success, quality, and efficiency. This role involves being highly detail-oriented and focused – working as part of a team, building positive relationships, and ensuring our compliance with the rules and regulations that govern the use of public and private rights-of-way. This full-time position is reported in person to a Hunter Communications office 5 days a week, working from Monday to Friday, with travel to locations within our network footprint as needed.

Requirements

  • Minimum of 7-10 years of experience in OSP engineering and construction management within the telecommunications industry.
  • Proficiency in OSP design tools, project management software, and GIS applications.
  • Strong understanding of telecommunications network infrastructure, OSP construction techniques, and industry standards.
  • Working knowledge of municipal, state, federal, tribal, and railway permitting requirements and processes, with particular focus on the states of Oregon and California.
  • Understanding of OPUC, OJUA, NESC, and OAR rules and regulations.
  • Demonstrated working experience in the telecommunications, engineering, construction, design, or permitting fields.
  • Proven knowledge of and the ability to effectively operate Windows-based computers and Android or iOS based mobile devices, including familiarity with Microsoft Office Suite, Google Earth and other Google Suite tools.
  • Advanced teamwork and problem-solving skills demonstrated ability to build and maintain successful working relationships with permitting contacts and other stakeholders.
  • Ability to establish priorities, work independently, and proceed with objectives without direct supervision.
  • Excellent verbal and written communication skills, a talent for communicating effectively at all levels and in all circumstances.
  • A valid driver’s license, and the proven ability to safely operate a company-owned and/or personal motor vehicle in accordance with Hunter Communications policy, local, state, and federal laws. Drivers of company vehicles are subject to a pre-employment drug screen, MVR check, and random testing.

  • Bachelor’s degree in a related field is preferred, but equivalent work experience in OSP will be considered.

Responsibilities

  • Oversee the end-to-end management of OSP engineering and team members.
  • Ensure timely and cost-effective completion of OSP projects, meeting quality and safety standards.
  • Coordinate with design and construction teams to implement OSP network solutions, ensuring alignment with project goals.
  • Manage relationships with contractors and vendors, ensuring adherence to project schedules and performance standards.
  • Ensure compliance with local, state, and federal regulations related to OSP infrastructure.
  • Provide leadership to OSP teams, ensuring efficient allocation of resources and adherence to project timelines.
  • Conduct regular site inspections to monitor progress, quality, and compliance.
  • Develop and maintain detailed project documentation, including plans, schedules, and reports.
  • Identify opportunities for process improvement in OSP operations and drive implementation.
  • Reading, analyzing, interpreting, and understanding drawings, diagrams, and maps- such as blueprints and staking sheets- from internal and external stakeholders involved in the permitting process.
  • Violation resolution and ensuring that Hunter is adhering to OJUA/OPUC/OAR/NESC standards.
  • Serving as a subject-matter expert (SME) regarding permit submittal requirements, including but not limited to ordinances, codes, laws, and other governing regulations; permit application forms, engineering drawing requirements, insurance, bond and fee requirements, and contractor registration and training requirements.
  • Review and provide feedback to senior leadership on Contracts for pole attachment agreements.
  • Negotiate Easements for new and existing fiber optic routes.
  • Review and provide feedback on Right of Entry agreements.
