About The Position

The OSP Engineering Manager will manage all fiber optic network expansion through either new OSP fiber optic plant construction, Dark fiber lease projects, or Network acquisitions. This role involves analyzing, preparing cost estimates, budgets, developing schedules, securing materials, and contracting OSP contractors for all OSP fiber optic projects. The manager will provide solutions, cost estimates, and schedules to both Wholesale and Enterprise Sales groups, and will accompany and provide support and construction details for both groups either in-person or over the phone during customer sales calls. Additionally, the manager will oversee the OSP Engineering Department, Contract Engineering Firms, and OSP Construction Contractors, and will manage engineering responses to various requests from sources outside the company, as well as all permits required to construct all types of Outside plant facilities.

Requirements

  • Undergraduate college or university degree or equivalent in Engineering or related field.
  • 5-7 years in Telecommunications and/or Broadband.

Responsibilities

  • Manage all fiber optic network expansion through new OSP fiber optic plant construction, Dark fiber lease projects, or Network acquisitions.
  • Analyze, prepare cost estimates, budgets, develop schedules, secure materials, and contract OSP contractors for all OSP fiber optic projects.
  • Lead the team and provide support, direction, and assistance to the teams on all areas of their assigned duties.
  • Facilitate process modifications to new and existing policies and procedures designed to improve efficiency and customer satisfaction.
  • Delegate and prioritize team resources to efficiently maintain staffing and resources as needed.
  • Act as an escalation point for OSP issues, resolutions, and outages from both external and internal sources.
  • Assume responsibility for existing or pending network builds during acquisitions.
  • Develop solutions to reduce network expansion costs by working with other Communications companies on joint construction projects.
  • Develop the team to maintain in-depth knowledge of OSP engineering and construction related to GPC's fiber optic network.
  • Support and review work done by others ensuring that all applicable OSP standards are met.
  • Ensure effective escalations occur to appropriate individuals, teams, and organizations in a timely manner.
  • Assist in preparing departmental budgets and identify cost-saving opportunities.
  • Facilitate meetings with District Managers, Field Engineers, Contractors, State, County, City, and other utilities.
  • Facilitate meetings with Transport Engineers, IP Engineers, CATV Engineers, OSP Engineer, and Central Office Engineers to address existing and future customer service needs.
  • Provide solutions, cost estimates, and customer premise install schedules to both Wholesale and Enterprise Sales groups.
  • Accompany and provide support and construction details for both groups during customer sales calls.
  • Assist Sales in interpreting customer existing infrastructure and future needs.
  • Utilize Salesforce software for standard sales quotes.
  • Utilize project and construction management software.
  • Identify possible future Sales opportunities on existing or future fiber projects.
  • Develop solutions with Network Engineers for customer needs.
  • Lead the OSP team to consistently deliver a highly customer-focused service to GPC Members and Customers.
  • Provide internal departments with up-to-date OSP projects and network layouts.
  • Perform personnel activities such as hiring, termination, promotion, training, evaluating, etc. for OSP Engineering Department, Contract Engineering Firms, and OSP Construction Contractors.
  • Anticipate, initiate, and perform hiring, training, promotion, and termination.
  • Evaluate Engineering and Construction personnel yearly requirements and retain outside Engineering resources and Construction Contractor resources when required.
  • Ensure outside contractors have current MSA.
  • Perform appraisals and submit to Human Resource Department at least 15 days prior to anniversary date.
  • Provide employees the resources and opportunities for training and development.
  • Create and implement strategies for the continued professional development of teams in knowledge and skills.
  • Effectively guide and direct people to accomplish objectives, including appropriate delegation of authority.
  • Affect positively the performance of other employees, including assisting co-workers and working to accomplish job and company objectives.
  • Develop a course of action and structure to accomplish objectives.
  • Schedule and supervise pre-project planning meetings with District Managers and their employees to establish engineering design standards.
  • Perform other duties as assigned by management.
