About The Position

THE DEPARTMENT OF EMERGENCY & MILITARY AFFAIRS (DEMA), LED BY THE ADJUTANT GENERAL, PROVIDES EMERGENCY MANAGEMENT AND MILITARY CAPABILITIES TO THE CITIZENS OF ARIZONA AND THE NATION. THE EMERGENCY MANAGEMENT DIVISION CONSISTS OF THREE SECTIONS—OPERATIONS, PREPAREDNESS, AND FINANCIAL ADMINISTRATION. EACH SECTION WORKS COLLABORATIVELY ACROSS THE AGENCY AND WITH EXTERNAL PARTNERS TO MANAGE EMERGENCY RESPONSES AND REDUCE THE IMPACTS OF DISASTERS. ADDITIONALLY, DEMA IS THE HEADQUARTERS FOR THE ARIZONA NATIONAL GUARD, THE PRIMARY COMBAT RESERVE OF THE UNITED STATES MILITARY. THE ARIZONA ARMY AND AIR NATIONAL GUARD PROVIDE MILITARY FORCES AND EQUIPMENT TO ACCOMPLISH COMMUNITY, STATE, AND FEDERAL MISSIONS. The Ordnance Handler (OH) performs as a fully qualified and certified crew member in Conventional (Conv.) and/or Large Rocket Motor (LRM) Operations; capable of performing all tasks related to the safe and efficient shipping, receiving, storage, inventory, housekeeping, and related Arms, Ammunition and Explosive (AA&E) commodities. AA&E normally consists of (but is not limited too): Small Arms Ammunition, Pyrotechnics, Small Rockets, Assorted Hazardous Material items (referred to as Conv. Ops), Large Scale AA&E commodities such as; Minuteman, Trident, Orbus, Sergeant, Talos, Castor, etc. Rocket Motors (referred to as LRM Ops). The Ordnance Handler also performs similar duties with Non-Hazardous Materials such as asset support stocks, equipment, and other customer related commodities. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Requirements

Knowledge of: • The application and usage of Federal, State and Local laws, rules, regulations, policies, and procedures governing the handling of all AA&E, as well as how to find answers to safely handle AA&E, if not already well established.
The safe use of assigned powered equipment and basic hand tools.
Camp Navajo Standard Operating Procedures (SOP) involving the understanding, operation, maintenance, and user level repairs of MHE, WHE, CMV's and other associated tools and equipment.
The basic principles and procedures for the safe storage and handling of AA&E.
Studying training materials or regulatory guidance. Being capable of retaining information, displaying retention through various forms of demonstration (i.e., Written examinations, verbal feedback, physical demonstrations of required tasks, etc.).
Skilled in: • Manual dexterity for the safe and proper operation of all associated equipment and tools.
Effective communication through written, visual, and verbal communications (where written or spoken, must be in the English language).
Being a flexible team player who thrives in environments requiring ability to effectively prioritize and juggle multiple concurrent projects.
Being a personable professional whose strengths include cultural sensitivity and an ability to build rapport with a diverse workforce in multicultural settings.
Reading comprehension skills, as well as the adequate application of; Technical Orders (TO’s), Technical Manuals (TM’s), Job Guides, Standard Operating Procedures (SOP’s), Federal, DOD and State regulations, as well as other such regulatory documents or compliance manuals.
Ability to: • Maintain a high degree of attention to operational details and maintain 100% situational awareness.
Apply procedures set forth in technical orders, federal, state, and departmental standard operating procedures.
Maintain a secret level security clearance.
Maintain a state of Arizona commercial driver’s license (class a with hazmat endorsement).
Create effective interpersonal relationships with customers, staff, visitors, as well as fellow employees of Camp Navajo.
Find solutions to problems using their creativity, reasoning, and past experiences along with available information and resources, and act in the best interests of the organization when information and resources are not available.
Be able to obtain and sustain eligibility for operations certification, in all associated and implied tasks listed above and in the job summary.
Demonstrate proficiency in all KSA's and job summary requirements on an ongoing cyclic basis (i.e., Semi-annual, annual, biennial, periodic, etc.)
Adhere to and enforce all safety rules and regulations to ensure and provide for a safe and healthy work environment.
This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
In/out of State travel required.
Individual is required to pass a criminal background investigation.
Must be a US citizen.
Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and/or permit requirements established by the departments Ordnance Operations Certification Board processes: • OSHA Topics • General Awareness • Initial departmental training modules; Department of Defense Explosives Awareness and Hazardous Materials training courses or equivalents; Mission peculiar vehicles, equipment, and specialized tools. • Commercial Driver’s License with Hazardous Materials Endorsement (within 6 months of hire) • Department of Transportation Physical • Certification in Ordnance Handling
ALL of the Above Licensing/Certification requirements have either an Initial, Annual, Biannual, or Periodic sustainment/re-qualification requirements.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

Perform operational tasks, in compliance with Standing Operating Procedures or other similar task guidance procedures, for the safe and efficient execution of shipping, receiving, and warehousing operations relating to all customer commodities (AA&E and Non-AA&E). Ensure all tasks are conducted in accordance with DOD, federal, state and/or local regulatory guidance. Report any and all non-compliance issues relating to safety through proper supervisory channels.
Operate assigned Material Handling Equipment (MHE), Weight Handling Equipment (WHE), Commercial Motor Vehicle (CMV) and other associated tools and equipment in a safe and efficient manner, following all regulatory mandates. Perform Post Operation Inspections and file reports as applicable.
Perform Prior to Use (PTU) and Preventive Maintenance Checks and Services (PMCS) on assigned MHE, WHE, CMV's, and other AA&E assorted tools and equipment in accordance with regulatory guidelines. Ensure all equipment is serviceable and safe to use in all operations. Complete PTU/PMCS documentation and file in accordance with departmental equipment maintenance procedures.
Perform general housekeeping to ensure cleanliness, orderliness and user level maintenance of all associated departmental facilities and surrounding work areas.
Maintain AA&E and Non-AA&E certification eligibility through the performance and attendance of required sustainment training in accordance with applicable Training, Qualification, and Certification Program. Read and review all regulatory documentation relating to assigned AA&E and Non-AA&E operational tasks, ensuring all updates and revisions are understood. Keep current with any changes or update to documentation.
When/as necessary, will/may direct AA&E and Non-AA&E operations in support of directorate goals and objects when dedicated leadership is unavailable (i.e., supervising operations while crew-chief is absent or required to travel between concurrent operational locations).
