About The Position

The Ordnance Inspector provides technical oversight for all explosives
operations conducted at Camp Navajo on a variety of ammunition and explosives
(A&E) ranging from large rocket motors to conventional small arms. Works under
the supervision of a federal Quality Assurance Specialist, Ammunition
Surveillance (QASAS) to ensure established explosive safety principles are
followed and completes inspections to determine the serviceability, and
reliability, of Class V assets in accordance with current standard operating
procedures, Department of Defense regulations, customer requirements, Department
of the Army regulations, 49 CFR and per specific technical publications for each
Class V asset. The incumbent of this position is responsible for quality
control, and quality assurance for the ammunition surveillance program, and has
the authority to stop any explosive operation that is not in compliance with
written regulations, or procedures, or when an unsafe condition is observed.
Out-of-state travel is required for certification and training. When required,
performs all of the above duties off site in support of customer requirements.
Increased customer requirements will/may include the need for Ordnance Inspector
to perform specialized oversight of the handling of AA&E such as; disassembly of
arm/disarm and safe devices, nozzle removal, exudate cleanup, component
installations/removals as specified by customer technical documents. Actively
participates in promoting a continuous improvement workplace culture, through
the use of teamwork, root cause problem solving, standard operating procedures,
and review of performance metrics.

Requirements

• Knowledge of: • Explosives safety to implement ammunition quality assurance and surveillance standards, practices, and procedures. • To be able to perform related inspections, reviews, evaluations, and analyses, and recommend corrective actions, improvements and changes based on results obtained or trends identified. • Technical knowledge should be gained by a combination of education from Defense Ammunition schools and experience from handling and inspecting munitions in the field. • The application and usage of Federal, State and Local laws, rules, regulations, policies, and procedures governing the handling of all AA&E, as well as how to find answers to safely handle AA&E, if not already well established. • The safe use of assigned powered equipment and basic hand tools. • Ordnance Operations Directorate Standard Operating Procedures (SOP) involving the understanding, operation, maintenance, and user level repairs of MHE, WHE, CMV's and other associated tools and equipment. • The basic principles and procedures for the safe storage and handling of AA&E. • Studying training materials or regulatory guidance. Being capable of retaining information, displaying retention through various forms of demonstration (i.e., Written examinations, verbal feedback, physical demonstrations of required tasks, etc.). • The risks associated with working with and in close proximity to high explosives and the safety measures required to perform such activities.
• Skilled in: • Gaining skills through OJT with a qualified QA inspector. • Basic computer skills are required. • Incumbent must be able to use Microsoft Office programs. • Must be able to utilize the internet, accessing sites such as Munitions History Program (MHP) home page for purposes of retrieving information from subsections on drawings, Depot Surveillance Records (DSR), Joint Hazard Classification System (JHCS), and regulatory publications. • In manual dexterity for the safe and proper operation of all associated equipment and tools. • To communicate effectively through written, visual, and verbal communications (where written or spoken, must be in the English language). • To be a flexible team player who thrives in environments requiring ability to effectively prioritize and juggle multiple concurrent projects. • Being a personable professional whose strengths include cultural sensitivity and an ability to build rapport with a diverse workforce in multicultural settings. • In reading comprehension skills, as well as the adequate application of; Technical Orders (TO’s), Technical Manuals (TM’s), Job Guides, Standard Operating Procedures (SOP’s), Federal, DOD and State regulations, as well as other such regulatory documents or compliance manuals.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

• Individual is required to pass a criminal background investigation.
• Must be a US citizen.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and/or permit requirements (as applied by the positions training, qualification, and certification requirements, which are established by the department’s OOCB processes):      o OSHA Topics, General Awareness, and Initial departmental training modules      o Department of Defense Explosives Awareness and Hazardous Materials training courses or equivalents, as applied within DOD explosive safety standards.      o Mission peculiar Vehicles, Equipment, and specialized tools, as assigned by the department and associated regulations.      o Certification in Ordnance Inspector duties as prescribed by the departments OOCB processes for the position.
• Should the employee not be able to attain within the time limits listed, if due to no fault of their own, the time limits will be on a case-by-case basis.

Nice To Haves

• 3+ years’ experience working with Class V assets.
• Current, or former, Ordnance Inspector experience.
• Completion of Air Force Ammunition Inspector Course, 89B QA/QC course or other demonstrable military training in the application of Class V quality assurance principles.
• The preferred candidate should have any combination of experience, education, and training that meets the knowledge, skills, and abilities.

Responsibilities

• Monitors large rocket motor shipping, receiving, and handling. Provides technical expertise for the receipt, storage, handling, inspection and shipment of every Federal Supply Class of Class V assets, large rocket motors, non-standard foreign explosive assets and unique one of kind explosive items.
• Monitors conventional, and non-standard, A&E shipping, receiving, and handling operations.
• Performs and assists QASAS with inspection of ammunition stocks to include periodic, receipt, storage monitoring, safety in storage, pre-issue, damage in transit and special inspections at various intervals to ensure stocks are inspected for deterioration, and non-standard conditions, to determine correct serviceability.
• Performs facility inspections of explosives storage structures for compliance with safety storage standards, technical requirements, explosives storage compatibility and technical ammunition safety requirements to include LPS testing on A&E facilities. Consolidates results and provides data to QASAS in required format.
• Conducts physical inspections of A&E inbound/outbound, to include empty, or loaded, transportation conveyances provided for shipment to ensure operational, explosive safety and compliance with 49 CFR, local laws, and regulatory requirements.
• Maintains high level of technical training detailed by local requirements. Attends and completes on site/off site/out of state and on-line training courses/certification programs. Maintains proficiency with rules, regulations, policies and procedures relating to the proper care and storage of ammunition. Reads, interprets, and applies A&E technical data such as blueprints, engineering drawings, product specifications, and/or technical manuals.
• Must provide on the spot advice. Consolidates information and provides written reports, corrective action reports, memorandums for record and after-action reports derived from observations and inspections to include surveillance, area, LPS and operations inspections. Writes Trouble Failure Inspection/Rejection Report/s (TFIRR/s).
