About The Position

This is a remote position. We are seeking an experienced Oracle Cloud Project Portfolio Management (PPM) Functional Lead with a proven track record delivering large-scale Oracle Cloud implementations in the public sector. The ideal candidate will lead the end-to-end design, configuration, and deployment of Oracle Cloud PPM modules while ensuring alignment with government accounting, budgeting, grant, and capital project requirements. Solution Design & Delivery Lead functional design, configuration, and implementation of Oracle Cloud PPM modules: Project Financial Management Project Costing & Billing Project Contracts Grants Management (Public Sector grants & compliance) Capital Projects & Integration with Fixed Assets Budgetary Control & Encumbrance Accounting Conduct requirement workshops, business process mapping, and fit-gap analysis. Design solutions aligned to public-sector standards, including fund accounting, grant compliance, procurement regulations, and multi-fund budgeting. Cross-Functional Collaboration Work with Finance, Procurement, Grants, Budget, and Capital Planning teams. Integrate PPM with the broader Oracle Cloud suite (GL, AP, AR, FA, SCM, Payroll/Time). Coordinate with technical teams for interfaces, data conversion, workflows, OTBI/BIP reporting, and OIC integrations. Project Execution & Governance Lead CRP cycles, SIT, UAT, and cut-over planning. Drive testing scenarios, documentation, and traceability. Support go-live readiness, hypercare, and continuous improvement. Produce deliverables including BRD/FDD, configuration docs, SOPs, end-user training materials. Public-Sector Focus Ensure compliance with government accounting guidelines (GASB, OMB Uniform Guidance) Manage grant-accounting requirements — funding sources, drawdowns, indirect costs, reporting Implement encumbrance & commitment control with budget integration Work within government PMO and compliance frameworks Experience with capital improvement programs (CIP), cost allocations, and asset capitalization

Requirements

  • 8+ years Oracle ERP/PPM functional experience
  • 3+ years leading Oracle Cloud PPM implementations
  • Proven delivery within public-sector environments (State/Local Gov, Higher-Ed, Public Utilities, Healthcare, Transit, etc.)
  • Hands-on experience configuring Project Costing, Billing, Contracts, Grants, and Budgetary Control
  • Deep understanding of fund accounting, encumbrances, and capital project accounting
  • Strong understanding of OTBI/BIP reporting, test cycles, and cutover processes
  • Excellent communication, stakeholder management, and documentation skills
