About The Position

Serves as the purchasing project lead for the agency’s transition from Florida Accounting Information Resource (FLAIR) to Planning Accounting and Ledger Management (PALM) system. Serves as the purchasing subject matter expert, identifies challenges, recommends solutions, and supports cross-team collaboration. This includes but is not limited to on-going purchasing data cleansing, User Acceptance Testing (UAT), and statewide training of all purchasing liaisons on the new MFMP-AOD/PALM changes

Requirements

  • Comprehensive knowledge of modern principles and practices of governmental procurement and supply-chain management.
  • Comprehensive knowledge of business practices related to purchasing.
  • Comprehensive knowledge of laws, policies and procedures governing public procurement.
  • Considerable knowledge of techniques of organizing and motivating individuals and groups.
  • Considerable knowledge of administrative problem solving and the implementation of effective solutions.
  • Ability to develop effective and cooperative working relationships with key internal and external stakeholders.
  • Ability to provide strong leadership and direction, clearly defining objectives and motivating employees to accomplish department responsibilities.
  • Ability to coordinate, manage, problem solve, strategize, schedule, analyze, and plan.
  • Ability to use appropriate judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature.
  • Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner.
  • Ability to successfully deal with all persons in a fair and equitable manner.
  • Possess complete integrity and a high sense of personal and professional ethics.
  • Minimum eight (8) years progressively responsible experience in state purchasing.

Nice To Haves

  • Master’s degree (or equivalent) from an accredited college or university in Business or Public Administration, Business.

Responsibilities

  • Prepare and direct the preparation of the department for the MFMP-AOD/PALM conversion.
  • Ensure compliance with all applicable laws and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department, agency or official.
  • Maintain the integrity of the public procurement process.
  • Continuously review policies and procedures governing procurement in order to improve upon and standardize the processes.
  • Conduct training of department employees in the procedures and techniques required in the performance of their duties. Assist staff by providing technical guidance and direction.
  • Serve as procurement advisor and technical expert to management.
  • Effectively communicate purchasing policies and procedures to personnel and interpret said policies and procedures as necessary.
  • Prepare or direct the preparation of reports which accurately represent the department’s activities.
  • Represent the department to other governmental departments, other public agencies and suppliers.
  • Perform other related duties as assigned.
