About The Position

This position serves as an OPS Grant Specialist V in the Bureau of Recovery and is responsible for assisting Bureau management with the administration and management of FEMA’s Public Assistance (PA) Grant Program and ensuring FDEM and sub-recipient compliance with all federal and state laws related to Public Assistance. Duties include, but are not limited to the following: Serve as a member of the PA Grant Management team, supporting the PA Grant Program Manager in administering the PA Grant Management process including assisting other PA Grant Managers in resolving process issues, monitoring grant management activities to ensure consistency and accuracy, and providing feedback and recommendations to management to improve efficiency and ensure FDEM’s and Bureau’s goals and objectives are achieved. Serve as the Grant Administrator for assigned agreements, monitoring the performance of Subrecipients and FDEM PA staff augmentation contractors, tracking progress, monitoring information system workflows, and ensuring adherence to all terms and conditions of the agreement.  Conduct detailed reviews of documentation for grant agreements, payments, time extensions, amendments, closeouts, and other program activities, whether prepared by PA staff augmentation contractors or by the employee in this position, by verifying technical accuracy, completeness, and compliance with all applicable program requirements. Provide strategic oversight and day-to-day direction for FDEM PA staff augmentation contractors, ensuring they understand expectations, follow policies, and deliver high-quality technical, fiscal, and grant management support to FDEM and Subrecipients.  Ensure all records are maintained and relevant correspondence recorded in the appropriate information systems. Prepare required reports regarding the status of awarded agreements.  Perform assigned duties during SEOC activation in support of emergency response and recovery efforts. Perform other related duties as assigned.   In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.

Requirements

  • Ability to understand, interpret, and apply relevant Florida Administrative Code, Florida Statutes, Federal Code of Federal Regulations, and FEMA policies, as well as FDEM policies and procedures related to contract/grant development, contract/grant management, and payment processing procedures.
  • Ability to provide technical assistance to state and local governments and other entities on contracts/grants and payments.
  • Ability to monitor grantee compliance with program requirements through review, analysis and processing of financial and program deliverables including expenditure, budgeting, staffing and progress reports, audits and requests for payment.
  • Demonstrated ability to manage all aspects of contract/grant management, including preparation of funding agreements, processing of requests for reimbursement, and monitoring project agreements.
  • Knowledge of basic accounting and auditing principles and procedures.
  • Ability to communicate effectively through verbal and written communications.
  • Demonstrated proficiency with Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate division enterprise business systems.
  • Ability to collect, analyze, and interpret contract/grant programmatic and financial data.
  • Ability to independently develop timelines and deadlines for multiple projects to successfully complete work accurately and on time.
  • Ability to travel overnight and to work non-traditional hours during emergency events and assume disaster relief duties as directed.
  • Ability to utilize problem-solving techniques.
  • A Florida Certified Contract Manager (FCCM) certification or the ability and willingness to obtain within the first 12 months of employment.
  • Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate division enterprise business systems.
  • FEMA IS 100, IS 200, IS 700, IS 800 trainings must be completed within the first six months of employment.
