About The Position

The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. This is a highly responsible and professional position serving as the Director of Data and Finance within the Data & Information Services unit. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. This role requires the use of independent judgment, a proactive approach to responsibilities, and exceptional attention to detail. This is a highly professional and technical position responsible for managing the Substance Abuse and Mental Health Data & Information Services team. This position reports to the SAMH Chief of Children Mental Health Services and will serve as an integral part of the overall quality assurance for SAMH functions necessary to support current and future activities such as the Priority of Effort, Enterprise-wide data sharing, and the replacement of the current SAMHIS data system. This position is accountable for mobilizing the data analysis team to provide independent and complex analysis and technical assistance to improve the quality of budget and planning activities. Provides supervision to ensure that team members effectively work with the various programs, Regions, facilities and external partners such as Managing Entities.

Requirements

  • Knowledge of the methods of data collection, analysis and reporting.
  • Knowledge of basic management principles and practices of project management.
  • Ability to supervise people.

  • Ability to prepare charts diagrams and other graphical representations of statistical data.
  • Knowledge of Tableau.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to statistical data analysis and reporting.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to solve problems and make decisions.
  • Ability to work independently.
  • A bachelor's degree from a college or university with a major in accounting, business administration or Data Science and five years of professional experience in budgeting, accounting, auditing or financial planning, SQL coding or analysis work.
  • Two years of experience conducting research and data analysis
  • Two years’ experience supervising or serving in a leadership role.
  • Two years’ experience in implementing and managing complex projects.
  • Three years of experience with academic, business, or technical writing.

Nice To Haves

  • A master's degree from a college or university can substitute for one year of the preferred experience.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.

Responsibilities

  • Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
  • Coordinates team actions to analyze and report on SAMH performance measures related to Priority of Effort, General Appropriations Act, contract measures, and other programmatic measures.
  • Coordinates team actions to manage and improve the Department's information management systems (environmental scanning and monitoring) by working with the QA data unit to improve information gathering and reporting.
  • Works independently or with other SAMH Directors to prepare executive presentations that provide leadership with key department data and information for planning and decision making.
  • Coordinates technical assistance and quality improvement activities statewide, as identified, to ensure that performance outcomes are met. Assists with continuous improvement plans and activities between program offices, Regions, community-based care organizations and other providers to ensure consistent deployment of actions that drive performance improvement.
  • Coordinates activities with SAMH QA Data Analysis team.
  • Performs other related duties as assigned.
