About The Position

Humboldt Senior Resource Center is looking for a full-time Operations Manager. The schedule for the position is Monday through Friday, 8:30 am to 5 pm. Review of applications will begin April 15, 2026 and continue until the position is filled. JOB SUMMARY: The Operations Manager provides strategic and hands-on leadership for the agency’s operational infrastructure, with primary responsibility for safety, regulatory compliance, emergency preparedness, space management, and performance reporting. Serving as the agency’s Safety Officer and Emergency Response Command Center Leader, this role ensures compliance with OSHA, ADA, HIPAA, and other regulatory requirements while promoting a safe, efficient, and well-coordinated work environment. The Operations Manager oversees key operational functions and designated staff, partners closely with cross-functional leaders, and drives continuous improvement through data-informed decision-making, risk management, and proactive operational planning.

Requirements

  • Bachelor’s degree in business administration, Operations Management, Public Administration, or a related field (or equivalent experience) required; an equivalent combination of education and relevant professional experience may be considered in lieu of a degree.
  • A minimum of three (3) years of progressively responsible experience in operations management, workplace safety, regulatory compliance, or a closely related field, preferably within a healthcare or highly regulated environment.
  • OSHA 30-Hour General Industry Certification required, or the ability to obtain the certification within six (6) months of hire.
  • ADA Coordinator Certificate required, or the ability to obtain the certification within six (6) months of hire.
  • This position requires the successful completion of a background check.
  • Ability to work independently, organize and prioritize tasks, manage time effectively, and meet deadlines with minimal supervision while maintaining accuracy and accountability.
  • Ability to lead effectively during emergency situations.
  • Strong knowledge of safety standards with OSHA regulations, fire codes, ergonomics, and infection control protocols.
  • Strong knowledge of the HIPAA law and patient privacy rights.
  • Demonstrates strong ability to design, write, maintain, and implement clear, accurate, and user-friendly procedures and workflow documentation.
  • Demonstrates the ability to identify, track, and maintain key performance indicators (KPIs) that accurately reflect organizational goals and operational effectiveness.
  • Demonstrates thorough knowledge of Americans with Disabilities Act (ADA) accessibility standards.

Responsibilities

  • Provide leadership and oversight for core operational safety and compliance functions to ensure alignment with agency policies, regulatory requirements, and strategic objectives.
  • Supervise and support the Compliance and Risk Specialist in the implementation and ongoing maintenance of HIPAA and privacy practices across the agency.
  • Supports investigation, documentation, and reporting of compliance incidents or potential breaches, and coordinating follow-up actions as needed.
  • Serve as the onsite operational point of contact for staff, addressing day-to-day operational issues and coordinating with internal departments to resolve concerns.
  • Collaborate with department leaders to promote operational efficiency, consistency, and agency-wide effectiveness.
  • Maintain oversight of the Agency’s Program Policy Manual, ensuring policies remain current and accessible.
  • Serve as the agency’s Safety Officer, providing leadership for workplace safety and risk mitigation efforts.
  • Develop, implement, and maintain all OSHA-required programs, policies, training, and documentation.
  • Act as the primary point of contact during OSHA inspections, visits, and inquiries.
  • Monitor changes in applicable regulations and standards, ensuring timely implementation and ongoing compliance.
  • Partner with the Human Resources Leaves and Safety Specialist to oversee incident reporting and investigations, implement corrective actions, administer the employee ergonomics program, and develop and update safety-related training.
  • Ensure ongoing compliance with ADA accessibility standards across all agency facilities and physical spaces.
  • Serve as Emergency Response Command Center Leader during emergencies and critical incidents.
  • Coordinate emergency preparedness planning and response activities across the agency.
  • Maintain Life Safety and Disaster Drill documentation, outcomes, and compliance reporting requirements.
  • Partner with the Facility Maintenance Manager to ensure readiness of life safety systems, emergency preparedness, and drills.
  • Coordinate and manage office moves, space planning, and space utilization to support operational efficiency and safety.
  • Ensure operational continuity during relocations or reconfigurations.
  • Promote the safe, effective, and compliant use of agency spaces.
  • Compile, maintain, and manage the agency’s Key Performance Indicator (KPI) tracking systems.
  • Analyze operational data, identify trends, and recommend improvements to enhance efficiency, safety, and compliance.
  • Prepare and share operational performance reports with leadership as appropriate.
