The Operations Manager (OM) provides strategic leadership, and management of assigned operational responsibilities across multiple programs and subsidiaries. The Operations Manager achieves high performance and customer satisfaction by ensuring projects are effectively managed and delivered in accordance with contractual requirements, policies, and applicable regulations, U.S. and local laws. The Operations Manager works with the President, other Operations Managers, Program Managers and support group personnel to ensure compliance, establish and maintain best practices for all team members supporting program activities. This includes developing and implementing work flow processes and procedural improvements. The Operations Manager cultivates positive leadership and a high-performing team culture. The Operations Manager ensures financial and quality objectives are met, and fosters strong customer and stakeholder relationships. The Operations Manager supports executive strategy and decision-making while facilitating organizational growth and operational excellence. The Operations Manager will: Lead and manage operational activities across designated programs, with oversight of budgeting, reporting, planning, auditing, and strategic development to achieve organizational goals. Build and lead teams that provide Program support, establishing standards and procedures for program governance, reporting and execution. Promote and ensure a culture of transparency, inclusion, compliance, and continuous improvement through mentoring and empowerment of managers and program support teams. Develop and maintain Standard Operating Procedures (SOPs) to drive operational efficiency and compliance. Ensure implementation and adherence to robust operating processes and procedures across programs and subsidiaries. Oversee compliance with corporate policies, federal (including US Department of State), and local regulations, as well as contractual and audit requirements. Review and ensure subcontractor compliance with the technical requirements of the contract, including providing subcontractors technical direction while assuring they remain within program scope. Operate at a high pace to provide oversight and compliance management to facilitate professional, administrative, and technical services, training, life support services, equipment, and logistics. Manage financial operations, including Profit & Loss (P&L), invoicing, and timekeeping, with experience using Deltek Costpoint. Support budgeting, reporting, planning, auditing activities, and oversee P&L responsibilities. Report accurately on progress made and challenges encountered. Review of project financial statements, invoices, profit and loss statements, contract documentation and deliverables, and technical reports to measure program and project success, driving profit and results in operations. Oversee and ensure accuracy of invoicing, reporting, and timekeeping practices in compliance with client and contract requirements. Evaluate financial and operational information for projects to identify issues and barriers for corrective action, through utilization of operating processes, daily management reports, dashboards, and monthly financial reports. Possess strong working knowledge of federal regulations and requirements, such as the FAR (Federal Acquisition Regulation), FTR (Federal Travel Regulation), DSSR (Department of State Standardized Regulations), and associated documentation including visas, passports, and ECCs. Demonstrate proven experience in overseeing programs in overseas (OCONUS) environments, including worldwide travel as required. Utilize collaborative technologies, including MS Teams, to facilitate communication and teamwork among geographically dispersed teams. Evaluate and improve productivity, profitability, and quality of deliverables; identify performance issues and implement corrective actions while recognizing strong performance. Develop strategies to execute plans and achieve goals and objectives while developing high performing teams through motivation and empowerment. Communicate progress and budget reports, goals, and risks to subsidiary President. Foster collaboration between program managers, customers, and subsidiary leadership, acting as liaison to communicate project status and outcomes to executive management and advise the subsidiary president in strategy, planning, and policy implementation. Maintain customer satisfaction through expectation management, effective communication, and relationship development. Strengthen customer and stakeholder relationships, representing the organization to external parties, including legal, regulatory, and government officials. Support implementation of new initiatives, business development, and operational procedure updates to address challenges and opportunities for subsidiary projects. Must work outside of normal working hours including holidays and weekends to support OCONUS operations. Must be available / on call 24/7 to address operational emergencies. Local travel within the D.C. area required on scheduled work days. Travel may be required, including to austere or international environments.
