About The Position

Responsible for ensuring the delivery of numerous workforce and education services at a particular site or sites; manage personnel and administrative functions including facilities; ensures compliance with budget as well as internal and external policies. ESSENTIAL FUNCTIONS/ DUTIES & RESPONSIBILITIES The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform. Performs management/ supervisory functions relating to assigned personnel such as recruitment and selection, training staff, assigned duties and work schedules, outlining performance goals and objectives, and recommending and pursuing personnel actions. Researches business and local labor market trends. Markets employment and training services to business and industry. Coordinates start up projects and acts as project leader. Develops related employment and training materials. Maintain placement and performance data. Implements and manages the budget for a particular site, including recommending expenditures and monitoring and adjusting spending to meet budget goals. Actively assists in resource development, including writing, or assisting in writing funding applications. May develop curriculum and conduct classroom-training activities. Prepares and delivers presentations to educational, business, and other community organizations. May develop and coordinate training programs for employers; providing client referrals; write job descriptions and training contracts. Responsible for risk management in departmental programs, including interpreting and overseeing the implementation of contract provisions as well as ensuring that all operations and actions are consistent with established laws, rules, policies, and procedures. Assists Deputy Director in long range planning for the department and recommends department policies. Represents the department at the request of the Deputy Director. Evaluates community needs by working with internal and external partners including business leaders, elected officials, school boards, committees, and other agencies. Develops partnerships and programming to meet assessed needs. Effectively communicates with CSC personnel and the public in person, via telephone, written communication, and electronic mail. Establishes and maintains professional and effective working relationships with customers, coworkers, and other agencies. Regular attendance is a requirement of this position. A professional and courteous manner, and an ability to work harmoniously with other employees and the general public are also required. And such other duties as are assigned from time to time.

Requirements

  • Baccalaureate degree from an accredited four-year college or university with major course work in social science, education, public or business administration or other related field.
  • Four years of progressively responsible work experience, including three years managerial experience preferred, or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities to perform the duties of the job.
  • Ability to communicate effectively, both orally and in writing, with all levels of staff, the public, government agencies
  • ability to negotiate and debate effectively
  • ability to work with a minimum of supervision
  • ability to gather and analyze complex material and situations and make sound recommendations
  • training in the areas of community development, social service, employment, and/or education
  • skill in proposal/grant writing
  • knowledge of Microsoft Office applications.
  • Proven success working with a diversified workforce based on trust and mutual respect.
  • Must pass a criminal history background investigation; however, a conviction of a crime may not necessarily disqualify an individual from this classification.
  • Valid Oregon driver’s license, maintain minimum liability auto insurance and insurable driving record to operate vehicle on agency business.
