A chance to love what you do … at KC Streetcar! Hertzog Transit Services, Inc. is currently seeking an Operations Manager for the Kansas City Streetcar Project in Kansas City, MO to join our team. The ideal candidate for this job will have experience managing the operations of a passenger rail transit system.

Requirements

  • High School diploma or equivalent
  • Managerial or Supervisory experience in public transportation operations
  • Must possess or be able to earn FTA Transit Safety and Security Program (TSSP) Certification for Rail
  • Must possess or be able to earn FTA Public Transportation Safety Certification Training Program certificate for Rail
  • Strong organizational, interpersonal and leadership skills required.
  • Requires excellent written and verbal communication skills.
  • Demonstrated teambuilding experience
  • Proficient with Microsoft Office products
  • Subject to pre-employment background check and motor vehicle report review.
  • Maintain a valid driver’s license and endorsements as required per position.
  • Pass pre-employment DOT physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
  • This position requires you to pass and maintain a DOT medical evaluation to drive a Herzog commercial vehicle.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.
  • Able to walk on uneven surfaces up to one-half mile.
  • Maintain balance for an extended period of time while train is in motion.
  • Must be able to be aware of surroundings and follow verbal commands while being exposed to moderately loud noises on a daily basis.
  • Work in a confined access/space environment with a width of 24 inches.
  • Must be able to adapt to various temperature extremes including but not limited to heat, cold, moisture and wind.
  • Regularly sit and stand for an extended period of time.
  • Able to tolerate repetitive movements: bending and overhead reaching.
  • Regularly to push/pull a force of 25 pounds.
  • Regularly ascend/descend a platform with a height of up to 18 inches from the floor.
  • Must successfully pass color/vision examinations as required by the position.
  • Must be able to hear and distinguish auditory signals as required by the position.
  • Able to work in a safety sensitive work environment.

Nice To Haves

  • College or Technical School degree is a plus
  • Public rail transportation experience considered a plus

Responsibilities

  • Responsible for the management of streetcar operational programs, procedures and staff
  • Ensure effective leadership and management of all transportation operational staff in support of goals regarding safety, service performance levels and customer service
  • Promotes the Herzog Culture Playbook in every aspect of training and daily operations
  • Oversee workforce planning for staff (staffing, scheduling and forecasting).
  • Responsible for developing, maintaining and updating safety and operating rules and SOPs.
  • Ensure regulatory compliance with federal, state and local regulations and laws. Keep current with proposed and new regulations.
  • Responsible for preparing operating schedules, posting bid sheets and filling jobs based on required revenue service levels
  • Conduct training, certification and re-certification of Operators in accordance with the established Training Plan
  • Foster strong relationships with employees and, if applicable, Union leadership
  • Adheres to, counsels, advises and monitors compliance and proper application of rules, procedures and regulations by employees, internal departments, outside agencies and contractors; documents non-compliance with rules and policies when required
  • Acts as liaison between Streetcar Operations and other internal departments and external agencies, both public and private, to manage and deploy resources during special events, emergency situations and other related matters
  • Maintain consistent and sufficient contact and communication with designated KCSA staff
  • Documents non-compliance with rules and policies when required and handle labor-related disputes including grievances, if applicable
  • Review and approve pay sheets for operations employees
  • Administer PTO Program for the entire Operations Dept
  • Support OCC operations and oversight activities.
  • Prepares concise operations reports, including NTD data tracking, compiles information and maintains procedural reference information; performs administrative duties, projects and public relations assignments.
  • Directs activities of internal departments and emergency response agencies during accidents/incidents as required; monitors schedule adherence; develops, directs, implements and controls delay management strategies or other recovery techniques during service delays or other unusual situations that may impact service to the public
  • Ensures that the streetcar system is safe and secure during hours of operation
  • Continually works to improve overall safety and performance within the operations department
  • Monitors compliance with EEO, harassment free workplace policies and other agency policies and procedures
  • Oversee hazard, incident, occurrence & accident investigations
  • Comply with FTA Safety Management System (SMS) Requirements
  • Performs operational evaluations and proficiency tests and oversees efficiency testing is performed by all Supervisors
  • Participates actively in emergency drills and emergency training
  • Participates in departmental audits and safety audits
  • Resolve operational hazard by developing Corrective Actions Plans (CAP’s) with the support of the Safety Manager
  • Provide performance and overtime reports to the General Manager
  • Performs hazard analysis for their department
  • Participates in the hazard identification and resolution process
  • Operates streetcar as needed
  • Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
  • Regular and predictable attendance and punctuality are a requirement for this position.
  • Other duties as assigned.
