About The Position

This position is grant funded. Therefore, it is solely dependent of availability of grant funds. Oversees the designing, implementing, and overseeing workforce development programs and ensures integration into departmental operations, supports compliance and accreditation requirements, and advances organizational effectiveness. Collaborates with leadership to optimize workforce planning, strengthen operational systems, and promote long-term sustainability and performance excellence. Requirements

  • Bachelor's degree from an accredited college or university in Business Administration, Finance, Public Administration, Health Administration, Organizational Leadership, or a related field
  • At least five (5) years of experience in accounting, finance, or related experience
  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

Responsibilities

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Manages lease agreements, Foreign Trade Zone Contracts and activation process, compliance, property leasing inquiries, and new contracts.
  • Acts as SP Plus parking agency liaison; reviews and analyzes billing invoices and expense reports to ensure compliance.
  • Manages Federal & State grant files; coordinates compliance with Federal Aviation Administration; prepares reports.
  • Assists with preparation of Airport budget; reviews revenue and expenses; compiles statistics and data.
  • Will be required to drive a City vehicle for city business use.
  • Performs related work as required.
