About The Position

This position serves as a Corrections Administrative Manager responsible for directing and reviewing the work of correctional personnel and support staff. The role is primarily focused on the development, implementation, and evaluation of recruitment and retention strategies designed to attract, hire, and retain qualified personnel. This classification is distinguished by its collaborative responsibilities, requiring close coordination with departmental leadership, staff, Human Resources, and community partners to ensure a stable, professional, and sustainable workforce. The position reports directly to the Director of Corrections.

Requirements

  • Thorough knowledge of institutional management principles related to the care, custody, and control of inmates.
  • Comprehensive knowledge of the policies, procedures, and regulations of the Lehigh County Department of Corrections.
  • Strong understanding of departmental hiring practices and workforce management principles.
  • Knowledge of supervisory methods used to plan, assign, and evaluate the work of correctional personnel.
  • Proficiency in the department's jail information management system.
  • Ability to establish and maintain effective working relationships with staff, law enforcement, criminal justice personnel, and public entities.
  • Ability to understand and execute complex oral and written instructions and communicate clearly and professionally.
  • Possession of a valid state driver's license.
  • High school diploma or GED equivalent.
  • Minimum of four (4) years of experience in corrections.
  • Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

Responsibilities

  • Collaborate with administrative staff to develop and implement recruitment strategies for correctional officers, supervisors, and civilian personnel.
  • Participate in hiring campaigns, job fairs, community outreach initiatives, and partnerships with educational institutions, military transition programs, and workforce agencies.
  • Represent the department at recruitment events, community meetings, and professional forums.
  • Assist with applicant screening, serve on interview panels, and coordinate with Human Resources and the Internal Affairs Investigator to ensure efficient and compliant hiring processes.
  • Support retention initiatives by working with supervisors, training staff, and leadership to promote employee development and engagement.
  • Participate in employee progress reviews during probationary periods and at designated intervals throughout employment.
  • Serve as a resource and point of contact for employees regarding professional development and workplace concerns.
  • Collect and analyze data related to recruitment and retention efforts; prepare reports for administrative leadership outlining outcomes and recommending improvements.
  • Support employee recognition, incentive, and wellness programs.
  • Assist in maintaining operational compliance with Title 37 of the Pennsylvania Code and the Prison Rape Elimination Act, including related policy documentation.
  • Identify operational issues and recommend procedural or administrative improvements.
  • Recommend training needs and support departmental training and field training programs.
  • Provide administrative support to the Administrative Lieutenant as assigned.
  • Manage and maintain departmental software systems, databases, and related technologies.
