About The Position

destinationone Consulting is supporting the search for an Operations Maintenance Manager for a well established government affiliated housing authority serving a growing and diverse community in Durham, North Carolina. This is a key leadership role within a public sector environment responsible for overseeing maintenance operations across a large and complex affordable housing portfolio. The organization plays a critical role in delivering safe, quality housing and community services, and is seeking a leader who can bring operational discipline, compliance expertise, and a strong team leadership approach. The Operations Maintenance Manager will be responsible for ensuring all properties are maintained to the highest standards of safety, compliance, and efficiency, while driving continuous improvement across maintenance operations.

Requirements

  • Minimum five years of progressive experience in maintenance operations, including leadership responsibility
  • Strong understanding of building systems including HVAC, plumbing, electrical, and general construction
  • Knowledge of HUD inspection standards such as HQS, NSPIRE, or equivalent
  • Experience with government procurement and contract administration
  • Proficiency with maintenance management systems and Microsoft Office
  • Strong operational leadership and problem solving ability
  • Ability to interpret regulations, contracts, and technical documentation
  • Effective communication and stakeholder management skills
  • Ability to manage multiple priorities in a fast paced environment
  • Commitment to safety, compliance, and resident satisfaction

Nice To Haves

  • Experience within public sector housing, affordable housing, or similarly regulated environments is strongly preferred
  • Relevant certifications such as CAMT, HVAC, or similar are considered an asset

Responsibilities

  • Lead and oversee daily maintenance operations across multiple residential properties
  • Manage work orders, preventive maintenance programs, unit turnovers, and emergency repairs
  • Establish and optimize preventative maintenance strategies to extend asset life and control costs
  • Conduct regular inspections to identify deficiencies, risks, and improvement opportunities
  • Ensure properties consistently meet federal housing standards and applicable inspection protocols including HUD requirements
  • Prepare for and support federal, state, and local inspections, ensuring timely resolution of any findings
  • Maintain a state of continuous inspection readiness across all properties
  • Manage maintenance related procurement in alignment with government regulations and internal policies
  • Develop scopes of work, evaluate vendor proposals, and support contract award decisions
  • Oversee vendors and contractors to ensure quality, compliance, and timely delivery
  • Monitor budgets, approve invoices, and ensure accurate cost tracking
  • Lead, mentor, and develop maintenance supervisors, technicians, and support staff
  • Assign work, monitor productivity, and ensure adherence to safety and quality standards
  • Foster a culture of accountability, professionalism, and service excellence
  • Oversee tools, equipment, and inventory to ensure proper tracking, utilization, and cost control
  • Implement processes to minimize waste and improve operational efficiency
  • Ensure compliance with OSHA, EPA, and organizational safety standards
  • Oversee safe handling of environmental risks including hazardous materials, mold, and lead related concerns
  • Investigate incidents and implement corrective actions to reduce risk exposure
